Summary of review and consultation process
A major review of the unit standards was initiated when the NZ Road Transport and Logistics ITO became the standard setting body for the steam driven vehicles domain, to ensure that they met the requirements of the regulatory authorities of OSH and Land Transport New Zealand. Representatives of the fourteen rail societies, TranzRail/Toll Rail, and the three national rail and traction engine societies participated in the review. The five unit standards have been endorsed by both regulatory authorities.
Main changes resulting from the review
· the special notes have been re-organised and simplified to clarify assessment requirements
· element 4 of 11156 has been modified to remove the requirement to retain records for 10 years as part of assessment
· element 2 in 11157 and 11158 has been separated into two elements, one with a focus on the theory of dynamics and the other on driving skills
· the performance criteria for element 3 in 11158 have been rationalised into a range statement
· the different knowledge and skills required to operate a steam boiler and a steam driven vehicle have been clearly and separately defined in two new unit standards, 21754 and 21755.
Unit standards categorised as category C or D expire at the end of December 2005.
As these unit standards are not specifically included in any qualification, unit standards 11154 and 11155 will expire 31 December 2005.
