The NZ Road Transport and Logistics Industry Training Organisation has completed the review of the unit standards listed above that were registered in January 2002.

Summary of review and consultation process

Moderation feedback in 2003 indicated a need for a review of the domain as Moderators and Assessors considered the seven standards did not truly reflect the skills that distinguish livestock drivers from other drivers of other types of loads carried by commercial road transport.  Other industry feedback indicated some types of livestock were not covered by existing unit standards and the existing unit standards should be reviewed to include them or new unit standards written.

 

The consultation process established an industry advisory group of experienced livestock drivers who were also moderators, assessors and training providers.  An initial meeting was followed by regular electronic input and comment on the unit standards.

 

Endorsement of the reviewed unit standards was received from meat processing companies, Ministry of Agriculture and Forestry Animal Welfare Inspectors, and key livestock transport companies in both islands.  The Deer Industry declined to participate in developing a specialist deer unit standard.  The Equine Industry Training Organisation contributed to the development of a new standard for the transport of horses by road and endorsed its registration.

 

Main changes resulting from the review

Five unit standards will expire.  Three new unit standards will be registered for the transportation of general livestock, specialist livestock, and horses.  Other changes ensure more flexible assessment focussed on the key skills required for the transportation of livestock by road, and language was modified especially in Special Notes to achieve consistency between these unit standards and others in the Commercial Road Transport subfield.  Range statements have been removed to ITO-supplied assessor guides, and definitions clarified or added to offer greater guidance to assessors.

 

The changes can be summarised as follows:

·               Unit standards 19163, 19164, 19166, 19167, and 19168 will expire, and the skills incorporated into the new unit standards and/or the Category B unit standards.

·               Three new unit standards to be registered for the transportation of general livestock (sheep and/or cattle), horses, and specialist livestock (pigs, goats, or poultry).  This terminology reflects the industry's usage in respect of the key animal species transported by road in NZ.

·               Changes to unit standards 19162 and 19165 are as follows:

-               Special Notes were revised to update applicable legislation and to attain consistency within the domain.

-               Amendments at element and performance criteria level were made to improve assessibility.

-               Range statements were removed to appear in ITO-supplied assessor guides.

 

Unit standards categorised as category D expire at the end of December 2006.
