The Ministry of Education and the Secondary Education Group Assessment business unit of NZQA have completed a review of the achievement standards listed above that were registered in October 2003.

Summary of review and consultation process
This review is part of the planned cycle of review that takes place after the first year of use of the achievement standards.
· Initial feedback and comments were collated from teachers/schools, moderators, examiners, markers, material developers, and other stakeholders.
· This information was reviewed by a subject expert panel and recommendations were made in March 2005.
· The recommendations were sent out for full consultation to secondary schools, tertiary institutions, and others in the education sector, in April/May 2005.
· Feedback from this full consultation has informed the changes described below.
Main changes resulting from the review
The review process has resulted in the following modifications to the achievement standards.
There have been changes to the credits allocated and to definitions in achievement standards where feedback indicated these were needed.
· Teachers were concerned with the credits allocated to AS90528, Practical Music 3.3 and the lack of opportunity for students to do both composition and performance.
· The Practical Music subject reference needed to align with National Qualifications Framework (NQF) domain name Making Music to better reflect the content and structure of the achievement standards.
· Terminology needed clarification.
· Requirements for achievement needed clarification.
· The overall balance of credits allocated needed to be reconsidered in order to consistently reflect the time and effort required for candidates to meet the learning outcomes and performance requirements of the achievement standards.
Music Studies Achievement Standards
In response to the recommendations, the following change was made:
· This achievement standard was merged with AS90529, Practical Music 3.4,to form a new achievement standard, AS90777, Making Music 3.8. The new achievement standard assesses aural skills overall and merges material previously assessed in the two replaced achievement standards.

In response to the recommendations, the following changes were made:
· The credits allocated were reduced from 4 credits to 3 credits to reflect that achievement may involve only the study of one work or the study of two versions of the same work.
· The introductory statement amended to include personal perspective to make it explicit that the essence of the achievement standard is to develop the candidate's capacity to form and justify opinion and personal perspective through examining musical contexts.
· A new explanatory note 2 was added to explain examine the contexts. This is to clarify the extent and scope of the achievement standard.
· Further explanatory notes 4 and 5 were added to define and clarify conception, production, interpretation and expressive qualities. This was in response to teacher feedback.
In response to the recommendations, the following changes were made:
· The introductory statement and achievement criteria amended to include social background to align this achievement standard with Level 2 achievement standard, AS90270, Music 2.7.
· The achievement criteria amended to reflect the expectation that at this level candidates must be able to demonstrate knowledge and understanding.
· Explanatory note 4 amended to include social background, and to clarify that candidates should use relevant musical examples to illustrate their knowledge and understanding.
In response to the recommendations, the following changes were made:
· Credits reduced from 8 credits to 6 credits to reflect the amount of work required.
· Explanatory note 4 amended to include formulating the central research question as part of the research method. Final bullet point amended to make it clear that conclusions are expected to be included in the presentations.
· Explanatory note 6 amended to clarify that evidence of the research methods the candidate has used is required to be included in their presentation.
Practical Music Achievement Standards
In response to the recommendations, the following changes were made:
· The subject reference was changed to Making Music to align it with the relevant NQF domain name.
· In the introductory statement communication skills has replaced presentation skills to match solo performance achievement standard, AS90776, Making Music 3.7, and musical understanding was added to clarify requirements.
· Achievement criteria altered to include the terms musical understanding and communication skills to align them with the achievement criteria of AS90776, Making Music 3.7, Prepare and present performances of music as a featured soloist.
· Explanatory note 3 amended to clarify that the student being assessed must be playing a uniquely identifiable and assessable part.
· Explanatory note 4 amended to include and unpack musical understanding and communication skills.
In response to the recommendations, the following changes were made:
· This achievement standard has been moved to the Music Studies domain and become Music Studies 3.6, Arrange Music (it retains the same Id, AS90527).
· The introductory statement altered to clarify that a purely instrumental arrangement excludes a voice part. The same clarification has been inserted into explanatory note 5.
· In explanatory note 5 at least one vocal line replaced wordsetting to clarify that candidates do not have to do original wordsetting.
· Explanatory note 6 Voice is an instrument deleted so as not to appear to contradict the above.
· New explanatory note 9 written to explain that, for assessment, the candidate is required to submit two arrangements, the original source materials, scores and audio recordings.
AS90528, Practical Music 3.3
In response to the recommendations, the following changes were made:
· This achievement standard was replaced; to take into account teacher feedback that composition and performance should be separated to enable students to be assessed in both. The composition and performance content of AS90528 was remodelled into two distinct achievement standards.
New achievement standards developed:
· Making Music 3.6, Present a portfolio of musical composition
· Making Music 3.7, Prepare and present performances of music as a featured soloist
· The credits allocated for each achievement standard are 8 credits.
· Performance and composition achievement standards have been developed to align with Level 2 achievement standards.
· The reflective aspect was added to align the process of performance (preparation, rehearsal, execution and evaluation) with the Communicating and Interpreting in Music strand of the Music discipline in The Arts in the New Zealand Curriculum.
· The explanatory notes have been adapted accordingly, and reflect and unpack the achievement criteria. The explanatory notes from AS90528 have been re-ordered to flow more logically. Generic references that were necessary in the explanatory notes of AS90528 have been removed.
In response to the recommendations, the following change was made:
· This achievement standard was merged with AS90496, Music Studies 3.1, to form a new replacement achievement standard, AS90777, Making Music 3.8.
New achievement standard developed:
· Making Music 3.8, Demonstrate aural skill across a range of musical styles and genres
· This new achievement standard assesses aural skills overall, and merges material previously assessed in the two replaced achievement standards. It was necessary to rationalise the two former aural achievement standards to be able to provide separate 8-credit achievement standards for composition and performance.
· The new achievement standard is named Demonstrate aural skill across a range of musical styles and genres to indicate the range of skills involved.
In response to the recommendations, the following changes were made:
· This achievement standard was moved to the Music Studies domain.
· The subject reference was changed to Music Studies 3.5. This change was recommended because the panel considered that this achievement standard was better suited to the Music Studies domain than to the Making Music domain.
· The credits were increased from 2 to 3 to better reflect the amount of class work that is required to meet the learning outcomes and performance requirements of the achievement standard.
· The achievement criteria altered to further clarify progression through the grades. The relevant verbs were changed to: identify at achievement level; analyse at achievement with merit; and explain at achievement with excellence.
· Explanatory note 2 changed to include chords in all major and minor keys so as to recognise the candidates' learning of keys. Wording amended to include modulation to nearly related keys.
· Minor changes to explanatory notes 3, 4, and 5 in line with the altered achievement criteria.
Externally assessed achievement standards AS90496 and AS90529 categorised as category C, expire at the end of December 2005.
Internally assessed achievement standard AS90528, categorised as category C, expires at the end of December 2006.
Impact on Accreditation and Moderation Action Plan (AMAP)
AMAP 0226 has been updated to reflect the changes made to the standards.
