The Ministry of Education and the Secondary Education Group Assessment business unit of NZQA have completed a review of the achievement standards listed above that were registered in November 2003.

Summary of review and consultation process
This review is part of the planned cycle of review that takes place after the first year of use of the achievement standards.
· Initial feedback and comments were collated from teachers/schools, moderators, examiners, markers, material developers, and other stakeholders.
· This information was reviewed by a subject expert panel and recommendations were made in March 2005.
· The recommendations were sent out for full consultation to secondary schools, tertiary institutions, and others in the education sector, in April/May 2005.
· Feedback from this full consultation has informed the changes described below.
Main changes resulting from the review
The phrase apply knowledge has been added to the title so that it better describes the requirement to achieve this standard. The phrase that relates to a personal definition of hauora has been removed from the title as it has led to complications in assessment related to planning. The personal definition is now included in explanatory note (EN) 7. The recommendation has been made, as the panel believed a personal definition of hauora needed to be considered in appropriate contexts.
The reference to hauora has been deleted from the criteria across all grades; the rationale for this is the same as above.
An explanatory note has been included (new EN 3) to make explicit the expectations of apply knowledge as stated in the criteria. This is also to create greater flexibility for assessment against this achievement standard.
A new note EN 4 has been added to clarify comprehensive knowledge that is required for achievement with excellence.
The title has been changed to better summarise the requirements to achieve this achievement standard.
The credit value has been raised from 2 to 3 to acknowledge the student workload involved for this achievement standard.
The purpose statement has been amended to clarify the process and intent of the achievement standard.
The first criterion relating to participation in a physical activity programme/experience has been removed. This is because the participation itself is not assessed but is more of a prerequisite for the achievement standard. EN 3 has been amended to make clear that the student needs to participate in the programme/experience.
The second criteria have been changed to reflect the change in the title. With supporting evidence was deleted at achievement with merit and achievement with excellence as it was considered to be inherent in the terms evaluate and critically evaluate.
In EN 5, further clarification of critical evaluation has been added. The change brings a consistency with the explanation for critical evaluation across all Physical Education achievement standards at Level 3. An addition to the explanatory note was made to ensure assessors and learners are aware of the need for a depth and breadth of understanding in their critical evaluation/examples and the interwoven nature of the dimensions of hauora and well-being.
The credit value for this standard has been reduced from 6 to 5. The adjustments were made in response to the feedback received and better reflect the demands of the standard at this level.
With supporting evidence has been deleted from the second criterion at achievement with merit and achievement with excellence as it was considered to be inherent in the terms evaluate and critically evaluate.
EN 2 has been amended to highlight that biomechanical analysis is central to the appraisal of a performance.
An addition to EN 8 improves consistency with the explanation for critical evaluation across all Physical Education achievement standards at Level 3. This has been added to ensure assessors and learners are aware of the expectation that learners will examine the assumption that biophysical knowledge will improve performance.
There is an ongoing issue to improve consistency across the level of difficulty of grades and activities. It is the intention to recommend the review of all Physical Education achievement standards for nationally developed performance in 2006, ie those aligned with subject references 1.3, 2.5 and 3.4.
A minor change has been made to the title so that it better describes the requirement for achievement.
The credit value was reduced from 5 to 4 to better reflect the requirements at this level.
A change has been made to the achievement with merit criterion. Examine in detail has replaced critically examine to clarify the step up from achievement with merit to achievement with excellence.
The credit value has been increased from 3 to 4 to reflect the workload associated with this achievement standard.
ENs 2 and 3 both defined the same term and have been combined to reflect this.
An addition has been made to EN 2 to clarify what can be included in the assessment.
Examples have been added to EN 4 to help clarify what critically examine involves and to indicate to assessors and learners that relevant socio-cultural factors and biophysical principles should be considered in depth. This is consistent with the other achievement standards at this level.
Critically has been removed from the title, as this is not a requirement to achieve the standard.
The third criterion has been removed, as it is inherent in the fourth criterion that the action has been implemented.
The fourth criterion has been changed from evaluate to explain the effectiveness of the action for achievement, to improve the sequential flow of performance through the grades.
The wording and suggest/explain modifications for future action has been removed from the third criterion for merit/excellence. The reason is that this is inherent in the evaluation required at these levels.
ENs 3-6 were added to give definitions to words in the standard.
EN 12 has been amended to identify a specific group, this reflects current practice.
Changes to credit values (Summary Table)
The changes in credit values have been made mainly to reflect the amount of work/learning required prior to completion of assessment.
