The Ministry of Education and the Secondary Education Group Assessment business unit of NZQA have completed a review of the achievement standards listed above that were registered in November 2003.

Summary of review and consultation process

 

This review is part of the planned cycle of review that takes place after the first year of use of the achievement standards.

·        Initial feedback and comments were collated from teachers/schools, moderators, examiners, markers, material developers, and other stakeholders.

·        This information was reviewed by a subject expert panel and recommendations were made in March 2005.

·        The recommendations were sent out for full consultation to secondary schools, tertiary institutions, and others in the education sector, in April/May 2005.

·        Feedback from this full consultation has informed the changes described below.

 

Main changes resulting from the review

 

Several changes have been made to clarify the content and the intent of each achievement standard and to reduce the overlap of content between them.

 

AS90649, Agricultural and Horticultural Science 3.1

 

This achievement standard has been amended to emphasise the focus is the application of skills.

 

Title

The title has been changed to Research the production of a marketable, locally produced primary product to clarify what the research is focused on.  The research includes researching information on the market forces that determine the marketability of the product but does not require researching the actual marketing of the product.

 

Credits

The credit value has been increased from five credits to six to reflect the learning time required for the achievement standard.

Achievement Criteria

A single achievement criterion that focuses on research and presentation of a report has been used for each achievement grade.  Differentiation between the achievement and achievement with merit grades is based on integration of information, and differentiation between achievement with merit and achievement with excellence grades is based on integration of information, depth and breadth of relevant information and the coherency of the report.

 

Explanatory Notes

·          These have been changed to reflect the achievement criterion for each grade of achievement and to define new terms used.

·          Factors has been replaced by market forces and defined as in the other Level 3 Agricultural and Horticultural Science achievement standards because the factors that were listed in Version 1 of the achievement standard act directly or indirectly as market forces.  Promotion has been added to the list of market forces, and quality has been defined in relation to the market context.

 

AS90650, Agricultural and Horticultural Science 3.2

 

Explanatory Notes

·          Explanatory Note 1 has been reordered so nationally significant primary product is emphasised early on in the explanatory notes.

·          Information gathering techniques in Explanatory Note 3 have been bulleted to highlight the differences between each and to clearly show the requirement is for at least three of the listed information gathering techniques to be used rather than simply a range of sources for one information gathering technique.  Field trip has been removed from the list, as it is not an information gathering technique.

·          Consumer preferences has been added to Explanatory Note 7 as an aspect of marketing because it links with surveys.  Political intervention has been removed because it does not fit with the investigation and quality has been defined in relation to the market context.

 

AS90651, Agricultural and Horticultural Science 3.3

 

Note:  Changes to this achievement standard and to AS90652, Agricultural and Horticultural Science 3.4, were made to clearly distinguish the skills and knowledge required for each standard.

 

Title

The title has been changed to reflect the requirements of the achievement criterion for the achievement grade, and to emphasise the market oriented approach to agriculture and horticulture in New Zealand.

 

Credits

The credit value has been decreased from six credits to four to reflect the removal of content that has been incorporated into AS90652, Agricultural and Horticultural Science 3.4.

 

Achievement Criteria

·          The criterion Analyse market opportunities and explain the specific product attributes required for each opportunity has been removed from the achievement standard and added to AS90652, Agricultural and Horticultural Science 3.4.  It was felt that the achievement standard covered too much skill and knowledge and there was no link with the other achievement criteria.  It was also felt that students were unable to meet the requirements of the achievement standard in the time allocated for the examination.

·          An achievement criterion has been added for the achievement with excellence grade.

 

Explanatory Notes

·          Promotion has been added to the list of market forces in Explanatory Note 2.

·          Explanatory notes have been removed where they relate to content that has been moved to AS90652, Agricultural and Horticultural Science 3.4.

·          A definition for justify the key market force has been added.

 

AS90652, Agricultural and Horticultural Science 3.4

 

Title

The title has been changed to reflect the requirements of the added achievement criterion in relation to market requirements.

 

Credits

With the inclusion of the skill and knowledge requirement that was in AS90651, Agricultural and Horticultural Science 3.3, the credit value has been increased from five credits to six to reflect the learning time required.

 

Achievement Criteria

An achievement criterion that was in AS90651, Agricultural and Horticultural Science 3.3 has been added to each grade of achievement.

 

Explanatory Notes

·          New explanatory notes have been added to define market requirements and to define explain market requirements of market opportunities.

·          The definition of justify has been modified because the previous definition tended to limit student responses.

 

AS90653, Agricultural and Horticultural Science 3.5

 

Explanatory Notes

·          New Explanatory Note 1 highlights that the issue will be selected from three prescribed issues.

·          The second bullet of Explanatory Note 2 has that may be added because there are some situations where producers do have control.
