The Ministry of Education and the Secondary Education Group Assessment business unit of NZQA have completed a review of the achievement standards listed above that were registered in October 2003.

Summary of review and consultation process
This review is part of the planned cycle of review that takes place after the first year of use of the achievement standards.
· Initial feedback and comments were collated from teachers/schools, moderators, examiners, markers, material developers, and other stakeholders.
· This information was reviewed by a subject expert panel and recommendations were made in March 2005.
· The recommendations were sent out for full consultation to secondary schools, tertiary institutions, and others in the education sector, in April/May 2005.
· Feedback from this full consultation has informed the changes described below.
Main changes resulting from the review
· A change to the generic titles for all of the Level 3 achievement standards has been made. The titles now read '... i te reo o te ao whānui'.
· In keeping with the change to the generic titles, changes have also been made to the outcome statements to include the phrase '...o te ao whānui'. An equivalent outcome statement in English has been added for each of the achievement standards to provide assistance to teachers and students.
· In keeping with the changes to the outcome statements and achievement criteria in all of the achievement standards, amendments have also been made to the Kōrero Āpiti to clarify the intent of the achievement criteria.
AS90542 3.1 Whakarongo
· The credit value has been decreased from 6 to 4 credits to recognise the increasing use of Te Reo Māori as a medium of instruction within classroom practice beyond NCEA Level 2.
· Minor changes have also been made to the achievement criteria.
· Current Kōrero Āpiti 4 and 5 have been amended.
· Additions and deletions have been made to the Papakupu.
AS90543 3.2 Kōrero
· The first achievement criterion has been amended, and three new criteria added.
· Kōrero Āpiti 2 has been amended.
· Current Kōrero Āpiti 4 and 5 have been deleted.
· Additions and deletions have been made to the Papakupu.
AS90544 3.3 Pānui
· This achievement standard has been replaced by two distinct reading achievement standards, each with a value of 3 credits. One focuses on reading for comprehension, the other on text analysis. Both are externally assessed.
· The outcome statements have been changed accordingly.
· For AS90781, the existing achievement criterion has been amended and for AS90784, three new achievement criteria have been created.
· Kōrero Āpiti 4 and 5 have been changed.
· Additions and deletions have been made to the Papakupu.
AS90545 3.4 Tuhituhi
· This achievement standard has been replaced by two distinct writing achievement standards, each with a value of 4 credits.
· The intent of the original achievement standard is retained in AS90782 3.4 Tuhituhi and will still be externally assessed. The existing achievement criterion has been amended and three new achievement criteria have been added.
· The second and newly created achievement standard, AS 90783 3.5 Tuhituhi, allows for the assessment of a student's ability to produce crafted writing in Māori, done over a period of time, which cannot be done well in an examination. The title for this achievement standard is 'Hanga tuhinga auaha i te reo o te ao whānui' and is internally assessed.
· Current Kōrero Āpiti 4 and 5 have been deleted.
· Additions and deletions have been made to the Papakupu.
Externally assessed achievement standards categorised as category C expire at the end of December 2005.
Impact on Accreditation and Moderation Action Plan (AMAP)
AMAP 0226 has been updated to reflect the changes made to the achievement standards.
