The Ministry of Education and the Secondary Education Group Assessment business unit of NZQA have completed a review of the achievement standards listed above that were registered in November 2003.

Summary of review and consultation process
This review is part of the planned cycle of review that takes place after the first year of use of the achievement standards.
· Initial feedback and comments were collated from teachers/schools, moderators, examiners, markers, material developers, and other stakeholders.
· This information was reviewed by a subject expert panel and recommendations were made in March 2005.
· The recommendations were sent out for full consultation to secondary schools, tertiary institutions, and others in the education sector, in April/May 2005.
· Feedback from this full consultation has informed the changes described below.
Main changes resulting from the review
In all Design - Graphic Communication Level 3 achievement standards the page reference in Explanatory Note (EN) 1 has been changed from pp. 29-42 to pp. 16-42, as this latter reference is more appropriate for this set of achievement standards.
· The wording in the title of the original achievement standard indicated that the brief only was to be negotiated. However, a negotiation of both the brief and solution is expected. The title and the achievement criterion have been amended to clearly indicate that both the brief and the design solution are to be negotiated.
· The two achievement criteria have been combined into a single criterion. This more clearly describes the progression between the grades.
· EN 2 has been expanded to clarify what is expected in the negotiation process. The idea of a real client, rather than a fictitious person, with whom the student interacts was strongly recommended as this gives authentic feedback and valid responses. The resulting changes to the examples of clients should not be seen as hierarchal but rather encompassing a range of possibilities.
· EN 3 has been amended to clarify that the selected area can be a combination from more than one graphics area.
· The constraining nature of the original EN 6 was debated and it was felt that its restricting nature with respect to the current codes of practice etc could limit the possible outcomes for students. This EN has been removed.
· EN 8 has been removed. The key considerations of function and aesthetics are covered in the new EN 6.
· A new EN 4 has been added to define analysis and critical analysis.
· The achievement standard has been revised to clarify the intent of the assessment. The keys to this achievement standard are planning and producing a presentation. This was signalled previously in the explanatory notes but has now been built into the amended title, achievement criteria, and introductory statement. Planning of a presentation is an integral part of communicating information in Graphics.
· EN 2 has been amended to clarify that the selected area can be a combination from more than one graphics area.
· The original EN 4 was removed as it was felt that this explanatory note was directed more at the design solution rather than the planning or production of the presentation.
· EN 5 clarifies effective presentation required for achievement with merit.
· The new EN 4 clarifies what is involved in the production of a presentation (and includes some of the old EN 5).
· The old EN 8 (now EN 6) has been amended to define high quality presentation.
· In the title and new achievement criterion, communicate has replaced present to emphasise the focus on communication in this achievement standard.
· The two achievement criteria have been combined into a single criterion. This helps focus on the key progression between the grades. The achievement criterion has the words with refinement added for achievement with merit, and with critical analysis added for achievement with excellence.
· New ENs 3 and 4 have been added to clarify the terms a refined solution and a critically analysed solution respectively.
· The reference to specific standards of practice has been removed from the new EN 5 as this was considered to be too constraining on expectations for this aspect of the achievement standard.
· Relevant parts of the original ENs 5 and 7 have been combined into the new EN 6.
· The original EN 8 has been removed as it was considered unnecessary. All stakeholders would be aware of this information.
· A new EN 7 (replacing the old ENs 9 and 10) has been added that refers to the key design principles and gives improved clarification and guidance on these.
