Responsibility for the unit standards and Accreditation and Moderation Action Plan (AMAP) referred to above, which were registered during February 1998, July 2001, and December 2002, has been transferred from NZQA Mental Health Support to the Community Support Services Industry Training Organisation.

Rationale for the change

 

The change of responsibility has been actioned because the Mental Health Support Worker Advisory Group has joined the Community Support Services Industry Training Organisation (CSSITO) as a consequence of the New Zealand Qualifications Authority exit strategy for a number of its advisory groups.

The Community Support Services Industry Training Organisation has completed the review of the unit standards listed above that were registered in February 1998.

Summary of review and consultation process

 

The review of these unit standards and the associated qualification followed major published industry evaluations initiated by the Mental Health Support Worker Advisory Group with Māori, Pacific, and Mainstream sectors.  Copies of the three evaluation reports are available for download from the Platform website at:

The evaluations revealed a number of concerns from Māori and Pacific sectors that can be summarised as a lack of relevant cultural content in the existing unit standards and qualification.  However, the evaluations show that there is continuing demand from all sectors of the industry for an entry-level qualification.  There is also a need for a higher-level qualification.  The review also determined that all unit standards and qualifications in this domain should be based on the recovery approach to mental health (ref: Mental Health Commission.  2001.  Recovery competencies for New Zealand mental health workers.  Wellington: Mental Health Commission).

 

The review was carried out by the Mental Health Support Worker Advisory Group, which moved from NZQA to the Community Support Services Industry Training Organisation at the conclusion of the review.  To carry out this review, the three evaluations, a previous review consultation with the industry, and moderation reports were considered, and additional consultation took place on drafts of the reviewed unit standards with consumer/tangata whai ora stakeholders, and employers in District Health Boards and non-governmental organisations.  The moderator was also sent the briefing paper and consultation drafts.

Reconciliation of all unit standards with the recovery approach to mental health

·        Consolidation of a number of related unit standards into single unit standards

·        New titles for some unit standards (for accuracy, consistency, and style)

·        Level and credit changes for some unit standards

·        Editing of special notes for format, consistent use of language and concepts, references to resources, removal of redundant special notes, legislative change

·        Improvement in the specification of elements, performance criteria, range notes, and specification of evidence requirements

·        Improvement in internal consistency in individual unit standards and between groups of unit standards.

 

Unit standards categorised as category C or D expire at the end of December 2007.

Impact on Accreditation and Moderation Action Plan (AMAP)

 

AMAP 0150 has been updated to reflect the changes made to the standards.  This AMAP will be managed by the Community Support Services Industry Training Organisation in addition to AMAP 0024 until the ITO's review of its other unit standards is completed, at which time both AMAPs will be amalgamated.

 

Impact on existing qualifications

 

The following NZQA Mental Health Support qualification is affected by the outcome of this review.  The qualification was reviewed at the same time as these unit standards and will be submitted for registration and change of standards setter to Community Support Services Industry Training Organisation after these unit standards are registered.

The reviews of unit standard 13427, unit standard 13428, unit standard 18547, and unit standard 19750 are incomplete and ongoing.  These unit standards are being reviewed as part of the development of a proposed National Diploma in Mental Health (Mental Health Support Work).  In the meantime they have been transferred to Community Support Services Industry Training Organisation.  Unit standards 13427, 13428 and 18547 have had the expiry date extended to December 2007 to match that of unit standard 19750.
