Review of Commercial Road Transport qualification

The NZ Road Transport and Logistics Industry Training Organisation has completed the review of the qualification listed above that was registered in June 2001.
Replacement qualification
National Certificate in Road Transport Management (Operations)(Level 4) [Ref: 1209]

An Industry Advisory group was established in July 2004 to review knowledge and skill needs for first level managers in the road transport industry. The group comprised representatives of large and small road transport operators in the goods service and passenger transport sectors, as well as training providers and assessors. The review included an analysis of the take-up of the elective unit standards in the qualification, and feedback from candidates and their employers as to which unit standards had proven relevant and useful.
All unit standards in the Road Transport Operations domain were reviewed and registered on the NQF along with six new unit standards developed at industry request to cover the skills and knowledge required of dispatchers and supervisors in the road transport industry.
The National Certificate in Road Transport Management (Operations) (Level 4) [Ref: 1209] was issued as a replacement qualification following this review process.
Main changes resulting from the review
The replacement qualification is more sharply focused on the industry knowledge and skills required at this first level of management of operations. The structure does not include strands, as these were perceived to separate the activities undertaken by dispatchers or supervisors in large companies only. The unit standards relating to training and assessment were not included, as these generally had not been taken up by candidates. Unit standards relating to the Transport Service licences have been introduced. The title has been changed to align better with the career structure leading to the National Diploma in Road Transport Management.

Changes to structure and content:
· Titles, levels, and credits of reviewed unit standards updated
· Removal of expiring unit standard 18116
· Amalgamation of the two strands into the overall qualification
· Increase in total credits from 81 to 85
· Inclusion of new unit standards 21871, 21872, 21874 and 21875 in the compulsory section
· Inclusion of unit standard1770 in the compulsory section
· Unit standards 1777, 9696, and 18118 moved to the compulsory section
· New elective 1 covering knowledge of vehicles and fleet characteristics
· New elective 2 covering knowledge of law and practice relating to the candidate's own sector of the road transport industry
· New elective 3 covering written and oral communication and business skills
· New elective 4 covering technical industry knowledge and skills
· Removal of unit standards 376, 1279, 1296, 1732, 1734, 1988, 4098, 6400, 7108, 8074, 11099, 11281, 11552, 13095, 13270, 14509, 16614, 16646, and 18203.
Transition
People currently working towards version 2 of the National Certificate in Commercial Road Transport (Operations) with strands in Vehicle Despatch and Operations Supervision [Ref: 0861] may either complete the requirements for that version or transfer their results to the National Certificate in Road Transport Management (Operations) [Ref: 1209]. The last date for people to complete the National Certificate in Commercial Road Transport (Operations) with strands in Vehicle Despatch and Operations Supervision [Ref: 0861] is 31 December 2007.
It is not intended that anyone is disadvantaged by this review and the above arrangements have been designed for a smooth transition. Any candidate who feels they may be disadvantaged should contact the NZ Road Transport and Logistics Industry Training Organisation.
