Review of Electrical Engineering qualifications

National Certificate in Electrical Engineering (Electrician) (Level 4) [Ref: 0313]

 

The ElectroTechnology Industry Training Organisation (ETITO) in conjunction with the Electrical Engineering Advisory Group and the electrical industry have reviewed the above qualifications that were registered in August 1999.

 

Replacement qualification for 0313

National Certificate in Electrical Engineering (Electrician for Registration) (Level 4) [Ref: 1195]

The review of these qualifications is planned to take place in 2010

 

Reason for the review

 

The qualifications were reviewed following a major review of the electrical engineering standards by the industry.  The review reflected the experiences since the last review, of training, assessment, and industry advancement, and revised legislation as well as current and anticipated future skill requirements of the industry.

 

Main changes resulting from the review

 

Unit standard 2780 has been removed from all the qualifications as most apprentices now have appropriate computer experience.  All titles of standards were updated to reflect the outcome of their review.  The level 4 qualification was replaced.  Holders of the new qualification may apply to the Electrical Workers Registration Board (EWRB) for electrical registration and a practising license under the provisions of the Electricity Act 1992.  The new title allows industry to distinguish between holders of the new qualification and those with the replaced certificate who were required to meet EWRB requirements with a separate external examination.

Changes to structure and content

·        Standards 1277 and 2780 were removed

·        Titles of standards 6402, 15846, 15849, 15851, and 15852 were updated

·        The credit total decreased from 52 to 44.

 

Trainees may either complete the requirements of versions 4 or 5 of the qualification before 31 December 2007 or transfer to version 6.  Last date for the award of versions 4 and 5 is 31 December 2007.

 

All new trainees will be enrolled in programmes leading to version 6 of the qualification.

 

The following exemptions apply to people choosing to complete versions 4 and 5 and cease on 31 December 2007.

 

For the purposes of completing versions 4 and 5 of the qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.

Changes to structure and content

·        Standard 2780 was removed

·        Standard 15863 was replaced with standard 20962

·        Standard 20961 was added

·        Standard 21766, which can only be assessed by the EWRB Theory Examination, was added

·        Standards 2013, 5929, 5930, and 16413 were removed from the compulsory, however, they are included in the elective section

·        Titles of standards 3492, 6402, 15846, 15849, 15851, 15852, 15856, 15870, and 16414 were updated

·        The elective section was expanded to include the Fire Detection and Alarm Systems, and Telecommunications - Service Delivery domains

·        The credit total decreased from 257 to 251.

 

The qualification contains a standard that replaced an earlier standard.  For the purposes of this qualification people who have gained credit for the expiring standard are exempt from the requirement to gain credit for the replacement standard.

Credit gained in Engineering and Technology>Electronics Technology can be used to meet the requirements of the Elective.

 

The last date to meet the requirements of the National Certificate in Electrical Engineering (Electrician) (Level 4) [Ref: 0313] is 31 December 2007.  Trainees may either complete the requirements of that qualification before 31 December 2007 or transfer to the new qualification.

 

All new trainees will be enrolled in programmes leading to the new qualification.

 

Industry will continue to recognise the former qualification, and there should be no need to 'upgrade' by those who have already achieved it.

It is not intended that anyone be disadvantaged by this review, and the above arrangements have been designed for a smooth transition.  However, anyone who feels they have been disadvantaged may appeal to the ElectroTechnology Industry Training Organisation at the address below.
