Summary of review and consultation process

 

The review of Roadmarking unit standards was initiated by the Roadmarking industry as the structure and content of Roadmarking qualifications was not meeting their needs.

 

While the New Zealand Roadmarkers Federation and its members played a pivotal role in initiating the review, providing physical and human resources, and consultation mechanisms, other companies outside the Federation also contributed significantly to ensure a broad base for development, consultation, and endorsement.

 

Main changes resulting from the review

 

A theory unit standard with significant content and title changes reflecting the change in emphasis has replaced unit standard 15922.

 

Four unit standards - 15926, 15927, 15928, and 15933 - have been split from one into two unit standards to reflect the distinction and separation of roles within the roadmarking industry.  This distinction will be carried through into the qualification structure for the roadmarking industry.

 

Considerable attention has been given to consistency across all unit standards, as this review has considered two batches of unit standards developed separately, as well as the development of new unit standards.  To achieve this a number of terms used in the registered versions of unit standards have been amalgamated into overarching categories and definitions added for clarification.

 

The content and industry terminology used within the elements and performance criteria has necessitated the change to a number of unit standard titles to maintain consistency and clarity.  Some performance criteria have also been amended to encompass wider assessment standards, particularly those of Transit New Zealand.

 

The assessment needs of unit standards have been considered with many ranges amended some now qualified by statements defining sufficiency of evidence.

 

Six new unit standards have been developed to fill gaps in knowledge and skill coverage.

 

The two-qualification structure has been repackaged into four national certificates, better reflecting roles within the Roadmarking industry and incorporating the civil construction industry initiative 'Operate Safe'.

 

Unit standards categorised as category C or D expire at the end of December 2007.

The following InfraTrain New Zealand qualifications are affected by the outcome of this review and will be reviewed to take account of the changes in July 2005.
