Review and designation as expiring of Learning Achievement qualification

National Certificate in Learning Achievement (Levels 2, 3, or 4) [Ref: 0220]

NZQA has completed the review of the qualification listed above that was registered in October 1996.

Date review report published:   April 2006

Expiry date of qualification:                 31 December 2009

Main changes resulting from the review

The National Certificate in Learning Achievement (Levels 2, 3, or 4) [Ref: 0220] has been designated expiring and will not be replaced.

This qualification was originally designed as the principal qualification for students in secondary schools, and was first registered as the National Certificate in Educational Achievement.  It was renamed in March 2001 to accommodate the introduction of the National Certificates of Educational Achievement (Levels 1, 2, and 3) [Refs: 0928, 0973, and 1039] (NCEA).

The National Certificate in Learning Achievement (Levels 2, 3, or 4) [Ref: 0220] was awarded only three times in 2005 (twice by one provider and once by NZQA), and not at all in 2004.  One other provider has approval for a course leading to the award of this qualification, and the final date for meeting the requirements of the qualification was set at 31 December 2009 to protect the interests of those learners.

Both providers have agreed to the designation of the qualification as expiring.  Extensive consultation about the deregistration of this qualification resulted in just one submission, supporting its deregistration.

Transition

As indicated above, the last date for meeting the requirements of this qualification is 31 December 2009.
