Review of Offender Management qualifications

 

National Certificate in Offender Management (Level 3) [Ref: 0678]

National Certificate in Offender Management (Level 4) [Ref: 0679]

 

The ElectroTechnology Industry Training Organisation has completed the review of the qualifications listed above that were registered in July 2003 and November 1999 respectively.

The next qualification review is planned to take place during 2011

 

Summary of review and consultation process

 

The qualifications were reviewed following a major review of the offender management unit standards by the industry.  The review reflected the experience of training, assessment, and industry experience since the last review as well as changes to industry standards, policy, terminology, and procedure.

 

Main changes resulting from the review

 

National Certificate in Offender Management (Level 3) [Ref: 0678]

 

Changes to structure and content

·               the Inmate Management domain was reclassified as Prisoner Management

·               unit standards 19306 and 19307 were renamed to reflect the process name change from Integrated Offender Management (IOM) to sentence planning and management

·               several other unit standards were renamed to reflect current standards, terminology, and content

·               unit standard 14647 was removed because case management plans are no longer used.  This resulted in the removal of the elective section

·               unit standard 19307 was moved to the compulsory section

·               the need to be competent in unit standard 14643 before being assessed for unit standard 14618 was removed

·               the credit value of 4647 decreased by 1

·               reviewed Interpersonal Communications unit standards were updated

·               the credit total was changed from 107-109 to 108.

 

Trainees may either complete the requirements of version 2 of the qualification before 31 December 2007 or transfer to version 3.

 

All new trainees will be enrolled in programmes leading to version 3 of the qualification.

 

Industry will continue to recognise the former qualification, and there should be no need to 'upgrade' by those who have already achieved it.

 

National Certificate in Offender Management (Level 4) [Ref: 0679]

 

Changes to structure and content

·               the Inmate Management domain was reclassified as Prisoner Management

·               unit standard 14645 removed as an option because case management processes are no longer used

·               unit standard titles updated to reflect current standards, terminology, and processes

·               reviewed Interpersonal Communications unit standards were updated

·               the credit total was changed from 81-105 to 84.

 

Trainees may either complete the requirements of version 1 of the qualification or transfer to version 2.

 

All new trainees will be enrolled in programmes leading to version 2 of the qualification.

 

Industry will continue to recognise the former qualification, and there should be no need to 'upgrade' by those who have already achieved it.

 

Appeals

 

It is not intended that anyone be disadvantaged by this review, and the above arrangements have been designed for a smooth transition.  However, anyone who feels they have been disadvantaged may appeal to the ElectroTechnology Industry Training Organisation at the address below.
