Review of Rural Servicing qualifications

The Agriculture Industry Training Organisation has completed the review of the qualifications listed above.

 

Replacement qualifications

 

National Certificate in Rural Servicing (Grain, Seeds, and Crops) (Level 5) [Ref: 1256]

National Certificate in Rural Servicing (Livestock) (Level 4) [Ref: 1255]

National Certificate in Rural Servicing (Level 3) [Ref: 1254]

The next qualification review is planned to take place during 2011.

 

Summary of review and consultation process

 

The consultation process for the qualifications review was similar to, and concurrent with, the unit standards review.

 

Consultation commenced with a series of individual interviews throughout New Zealand with livestock companies and rural servicing businesses including PGG Wrightson, CRT, RD1, Farmlands, and Taranaki Farmers.  Interviews were carried out by the Agriculture Industry Training Organisation in conjunction with an independent human resource consultancy organisation to identify future industry trends and current and future industry training requirements.

 

Consultation included interviews followed by meetings with representatives from the above industry sectors to confirm industry needs, and to discuss how these findings could be reflected in the structure and content of qualifications.

 

Qualifications were drafted following feedback, and distributed to all stakeholders for feedback.  Final drafts were endorsed by a representative of the Agriculture Industry Training Organisation Services to the Agriculture Industry Committee.

 

Main changes resulting from the review

 

Qualifications were restructured, and content amended to more accurately reflect rural servicing sectors and sector requirements.  Feedback indicated that an entry level qualification was required for people working in rural servicing retail outlets, containing a broad range of rural servicing and agriculture related skills required for meeting the needs of agriculture industry clients.

 

Specialist qualifications were also required to recognise the skills of people involved in servicing either the livestock business sector, or the arable and pastoral sector of the agriculture industry.

National Certificate in Rural Servicing (Grain, Seeds, and Crops) (Level 5) [Ref: 1256]

 

Summary of differences between the qualifications

 

·               Level of the qualification increased from 4 to 5.

·               Unit standard 17332 added to the qualification.

·               Unit standards 17333 and 17334 (previously elective) replaced by 22806 (see exemption table below).

·               Unit standards 15, 18, 379, 497, 1277, 11831, 17336, 19121, 19142, 19144, and 17335 (replaced by 22809) are no longer required for the qualification.  These standards are included in the National Certificate in Rural Servicing (Level 3) [Ref: 1254].

·               Unit standards, 407, 3007 and 15608 have been removed, as they are no longer required by industry.

·               Unit standards 10891, 10892, 10895, 10896, 10897, 10898, 10899 and 10900 have been reviewed (see review report).  These competencies are covered by the National Certificate in Agrichemical Supply (Level 3) with strands in Animal Health Products and Plant Protection Products [Ref: 0325] and are no longer included in any Rural Servicing qualifications.

 

Candidates partway through the National Certificate in Rural Servicing (Grain and Seed) [Ref: 0757] may complete that qualification or transfer to this qualification.  They may also transfer to the National Certificate in Rural Servicing (Level 3) [Ref: 1254] or the National Certificate in Agrichemical Supply (Level 3) with strands in Animal Health Products and Plant Protection Products [Ref: 0325].  All qualifications are recognised by the Agriculture Industry Training Organisation.

 

This qualification contains unit standards that replace earlier unit standards.  For the purposes of this qualification people who have gained credit for the expiring unit standards are exempt from the requirement to gain credit for the replacement unit standards.

Summary of differences between the qualifications

 

·               Unit standards 497, 571, 17343, 17336, 18192, 18197, 19103, 17335 (replaced by 22809) and 17338 (replaced by 22807) are no longer required for the qualification.  These standards are included in the National Certificate in Rural Servicing (Level 3) [Ref: 1254].

·               Unit standards 2506, 4468, 4816, 9110, 15598, 18193, and 19102 have been removed as they are no longer required by industry.

·               Unit standards 17341 and 17342 replaced by 22808 (see exemption table below).

·               Level of the qualification added to the title.

 

Candidates partway through the National Certificate in Rural Servicing (Livestock) [Ref: 0758] may complete that qualification or transfer to this qualification.  They may also transfer to the National Certificate in Rural Servicing (Level 3) [Ref: 1254].  All qualifications are recognised by the Agriculture Industry Training Organisation.

·               Strands removed; this qualification contains a compulsory set and an elective set of unit standards.

·               Unit standards 11991 and 407 removed from the compulsory set.

·               Unit standard 17332 moved from the compulsory set to the National Certificate in Rural Servicing (Grains, Seeds, and Crops) (Level 5) [Ref: 1256].  Unit standard 9078 (previously in the Advanced Fertiliser Optional Strand) is also in this qualification.

·               Unit standards 36, 379, 11951 and 19121 moved from the compulsory to the elective set.

·               Compulsory unit standard 17335 replaced by 22809 (see exemption table below).

·               Unit standard 576 from the Animal Retail Strand Elective moved to the compulsory set.

·               Unit standards 572, 11831, 11940, 11958, 17343, 19126 and 22807 added to the compulsory set.

·               Unit standards 2506, 4816, and 4468 from the Animal Retail Strand Elective and unit standard 15608 from the Plant Retail Strand have been removed as they are no longer required by industry.

·               Unit standards 10895, 10896, 10897, 10898, and 10899 from the compulsory section, unit standards 10893, 10894, and 10901 from the Animal Retail Strand, and unit standards 10891, 10892, and 10900 from the Plant Retail Strand have been reviewed (see review report).  These competencies are covered by the National Certificate in Agrichemical Supply (Level 3) with strands in Animal Health Products and Plant Protection Products [Ref: 0325] and are no longer included in any Rural Servicing qualifications.

The last date for entry into training programmes or courses for any of the replaced qualifications is 31 December 2006.  The last date to complete the replaced qualifications is 31 December 2008.  The last date for award of the replaced qualifications is 31 December 2009.
