The Seafood Industry Training Organisation (SITO) has completed the review of the unit standards listed above.

Summary of review and consultation process

 

The review of these standards was initiated by the Vessel Operations Advisory Group of SITO in response to feedback from the sector that the unit standards were a little more complex than was required, and there needed to be a lower level unit standard similar to 3789.  The Aquaculture Advisory Group is intending to expand use of these unit standards in the aquaculture industry and supplied feedback supporting these views.

 

The Advisory Group set up a Review Project Group comprising representatives from the Maritime NZ, fishing companies, aquaculture companies and the training provider that has reported credits for the standards, to review the unit standards and the training of load slingers and crane drivers in the seafood industry.

 

Main changes resulting from the review

 

The review process has resulted in the following changes to the unit standards.

·        A new unit standard has been developed for load slingers. This will replace the use of Opportunity - The Training Organisation's unit standard 3789 with a specific standard for seafood industry slingers.

·        There is reduced emphasis on knowledge of vessel stability in unit standard 19468, as a vessel officer, who will be legally responsible for maintaining vessel stability during any lifting operation, supervises the crane driver.

·        Unit standard 19467 has been modified so assessment will only take place on a single land-based crane, and the difference between wharf-mounted cranes and mobile cranes will be handled by candidates demonstrating knowledge of mobile crane stability, tipping axis and the use of stabilisers.

·        Both reviewed unit standards have been updated.  This includes:

-        references in the special notes

-        the order of performance criteria

-        explicit inclusion of lifting gear in preparations

-        calculation of load weights

-        demonstration of knowledge of the range of potential defects being inspected for.
