Summary of review and consultation process
New Zealand has a range of agencies that provide expertise and specialist resources to deal with a wide variety of emergency situations. In 1995, a review of the emergency services identified that links between agencies were often not systematically applied nor were they supported at regional and national levels. These findings reinforced overseas research and operational experience, which highlighted the importance of forward planning for major emergencies involving multi-incidents and requiring multi-agency response.
In 1995, a multi-agency working party established a framework for a common and coordinated approach to incident management - CIMS. Unit standards endorsed by the Urban Search and Rescue (USAR) National Steering Committee were registered on the National Qualifications Framework in January 2000. These standards were:
Unit 17279, Describe the coordinated incident management systems in emergency response activities (Level 2);
Unit 17280, Apply the coordinated incident management system at incidents as a team member (Level 4); and
Unit 17281, Control multi-agency emergency incidents as a lead agency incident controller (Level 6).
Over the past five years significant progress has been made in consolidating the knowledge and application of CIMS. This has been achieved through:
· active promotion and delivery of courses;
· increased employment of CIMS in real day-to-day emergency events; and
· increasing numbers of personnel in the sector gaining increased operational experience with incident command systems (ICS) in New Zealand and overseas.
Feedback from assessors and moderators and operational staff identified a requirement to review the levels and scope of the standards and a need for additional standards for specialised CIMS functions eg planning and logistics.
In order to undertake this review a CIMS working group was formed with representation across the emergency agencies. This group met and developed a review plan with a brief to review the registered standards, identify gaps, and write new standards to fill the identified gaps. The CIMS working group identified suitable subject experts from their sectors to attend a review and writing workshop. Following this workshop the reviewed and new standards were distributed to stakeholders for consultation and feedback. The standards were then amended in view of the feedback received and distributed once again for endorsement by the sector.
Main changes resulting from the review
The review process has resulted in the following changes to the unit standards:
· Unit standard 17280 has expired and has been replaced by unit standard 22445.
· Unit standard 17281 has expired and will not be replaced.
· References to legislation in special notes have been updated.
· Special notes have been updated and amended in order to clarify the intent of the unit standards.
· Content has been updated to reflect current industry practice.
· The title of 17279 has been changed as noted in the summary of main changes at the end of this report.
· Five new unit standards have been developed as a consequence of the review and these are listed in the summary below.
