Summary of review and consultation process

 

Following the review of Land Transport Rule: Dangerous Goods 1999, Land Transport New Zealand has issued its replacement, the Land Transport Rule: Dangerous Goods 2005.  As the content of unit standard 16718 was based on the earlier Rule, it required updating to ensure it meets the requirements of the new Rule.

 

An industry meeting (including Land Transport New Zealand) was convened in November 2005 to discuss the provisions of the new Rule, and to develop amendments to 16718 to accommodate these changes.  The opportunity was taken to reorder elements and performance criteria into a more logical sequence, and to edit the wording of 16718 to clarify requirements.

 

A second industry meeting in March 2006 endorsed the draft unit standard, which was then circulated widely for consultation.  The amended draft was formally considered by Land Transport New Zealand to confirm it meets the requirements of the new Land Transport Rule: Dangerous Goods 2005 before being submitted to NZQA for registration.

 

Main changes resulting from the review

 

Any elements or performance criteria relating to content of Land Transport Rule: Dangerous Goods 1999, which are not included in Land Transport Rule: Dangerous Goods 2005, have been deleted.  Wording of some performance criteria has changed to accommodate the wording of the new Rule.  The opportunity was taken to remove some duplicated requirements.

 

Specific changes resulting from the review include:

·        Reduction in credits from 8 to 5.

·        Special Notes updated and expanded, including additional definitions.

·        Elements and performance criteria reordered to follow a more logical sequence.

·        Removal of requirements covering the transport of dangerous goods not carried for hire or reward, and of routine diagnostic specimens and low risk biological products, the three different levels of segregation of dangerous goods, and the penalties for breaches of the Rule.
