Responsibility for the qualifications and unit standards referred to above, which were registered between 1996 and 2004, has been transferred from the New Zealand Ambulance Education Council to the ElectroTechnology Industry Training Organisation (ETITO). Unit standards in bold have been rolled over until December 2007.

Rationale for the change
The gazetted coverage of ETITO was extended to include the Ambulance industry on 1 July 2004, following its merger with the New Zealand Ambulance Education Council.

Qualifications
The qualifications listed above have been amended to show ETITO as standard setter and published as new versions. The opportunity was taken to update the National Certificate in Ambulance (Patient Care and Transport) (Level 4) [Ref: 0206] to reflect the review of the Core Health standards.
Changes to structure and content
· Unit standard 6423 has been replaced by 20100.
Transition
People currently enrolled on programmes leading to the award of version 4 may either complete that version or transfer to version 5.
For the purposes of this qualification people who have gained credit for the expiring unit standard are exempt from the requirement to gain credit for the replacement unit standard.

The unit standards listed above have been amended to show ETITO as standard setter.
Other changes made
· References for Patient Care Procedures in Special Notes have been updated.
· Accreditation and Moderation Action Plan (AMAP) now [Ref: 0003].
· Accreditation and moderation options match AMAP 0003 requirements.
· The unit standards that were due to expire in December 2005 have had their period of registration extended to December 2007.
Accreditation and Moderation Action Plan
The unit standards have been moved from AMAP 0089 to AMAP 0003, and AMAP 0089 has been withdrawn from the National Qualifications Framework.
Impact on existing provider accreditations
ETITO has had its accreditation extended to include the Ambulance domain to Level 6, and Pre-hospital Emergency Care domain to Level 4.
