Accreditation and Moderation Action Plan (AMAP)
AMAP 0183 has been reviewed to meet the current registration criteria as well as amended to show the new SSB responsibility.

Opportunity - The Training Organisation has had its accreditation extended to include the Industrial Rope Access, Rigging, and Scaffolding domains to Level 8.

· National Certificate in Scaffolding with strands in Advanced Scaffolding, Intermediate Scaffolding, and Suspended Scaffolding [Ref: 0110]
Opportunity - The Training Organisation, through Scaffolding, Rigging and Industrial Rope Access Industry Training (SRIIT), has completed the review of the qualifications listed above that were registered in October 1995 and May 2003.

The review was undertaken to:
· Assure currency for transfer of standard setting responsibility from NZQA to Opportunity - the Training Organisation.
· Incorporate unit standards specific to the tool and equipment needs of the rigging industry intoNational Certificate in Rigging with strands in Basic Rigging, Intermediate Rigging, and Advanced Rigging [Ref: 0111]. These unit standards were commissioned by industry and registered after significant input from the rigging and related construction sectors.
· Replace the more generic engineering unit standards with the rigging specific unit standards.
· Enhance the occupational safety and health components in the National Certificate in Rigging with strands in Basic Rigging, Intermediate Rigging, and Advanced Rigging [Ref: 0111] in light of OSH developments and regulation changes since initial registration.
· Remove some generic mathematical and theoretical design unit standards no longer relevant to practical rigging training requirements.
Feedback from stakeholders was sought through representatives of interest groups such as employers, unions, training organisations delivering the qualification and assessors. The executive of SRIIT, comprising representatives of these and other groups (such as candidates and wider industry) also consulted their constituencies and commented accordingly.
Demand for the qualifications is expected to increase as a result of the changes, and ongoing demand will be sustained by collaborative initiatives in specific related areas such as dogging and theatre/show rigging to support the growing film industry.
Main changes resulting from the review
· Purpose statements of all four qualifications have been changed to provide clearer information about each qualification and learning pathways.
· Titles, levels, and credits of reviewed unit standards have been updated.
· The standard setting body information has been updated for all four qualifications and formatting has been changed to fit with current requirements.

· The title of unit standard 19369 has been updated.
· The requirement for the prior award of National Certificate in Industrial Rope Access (Elementary Rope Skills) (Level 3) [Ref: 1016] has been removed.

Changes to structure and content
· The order of the strands has been changed to reflect the skill progression from basic to advanced, to suspended scaffolding.
· Unit standard 5228 has been updated from 2 to 3 credits.
· The total credits required have been adjusted accordingly.

Changes to structure and content
· The order of the strands has been changed to reflect the skill progression from basic to intermediate to advanced.
· Changes have been made to the content of the Core Compulsory section of the qualification (as listed below) and this has changed the level of the Basic strand from Level 2 to Level 3.
· The credits required for each strand has been updated as follows:
- the Basic Strand has changed from 106 to 123 credits;
- the Intermediate Strand has changed from 141 to 158 credits;
- the Advanced Strand has changed from 166 to 183 credits.
· Unit standard 3789 has been updated from 12 to 22 credits.
· Unit standard 5228 has been updated from 2 to 3 credits.
· Unit standards 2395, 2396, 2430, 2432, 5223, and 5226 have been removed from the qualification.
· Unit standards 497, 6400, 15757 and 20259-20263 have been added to the Core Compulsory section of the qualification.
Transition
People currently working towards version 2 of this qualification may either complete the requirements of that version or transfer their results to version 3. The last date for people to complete version 2 is 31 December 2007.

Summary of review and consultation process
The review was undertaken to facilitate transfer of responsibility for the above unit standards from the aegis of NZQA National Qualifications Services to SRIIT as a sector advisory group to Opportunity - The Training Organisation.
Feedback was sought from the industry, including from union, employer and training interests. This has been incorporated in the review.
These unit standards remain in demand with industry although a wider ongoing review of the Lifting Equipment subfield is likely to lead to lower credit discrete unit standards contributing to targeted, stepped qualifications. In the medium term, this is likely to further impact these unit standards.
Main changes resulting from the review
· The moderation and contact information on all unit standards updated to reflect the transfer of SRIIT to Opportunity - The Training Organisation.
· In the following unit standards reference is added to the Best Practice Guidelines for Scaffolding in New Zealand in special note 2. This is structured slightly differently in different standards as follows:
- Unit standards 4200-4211 and unit standard 19623 state that tasks are to be carried out 'based on industry requirements in the Best Practice Guidelines for Scaffolding in New Zealand, revised 2003 published by Scaffolding and Rigging New Zealand Incorporated'. This appears in special note 2a.
- Unit standards 19620 and 19621 state that 'candidates should be familiar with industry codes and guides, particularly the Best Practice Guidelines for Scaffolding in New Zealand, revised 2003 published by Scaffolding and Rigging New Zealand Incorporated…'
- Unit standard 19622 indicates that 'all work practices must meet recognised codes of practice, particularly the Best Practice Guidelines for Scaffolding in New Zealand, revised 2003 published by Scaffolding and Rigging New Zealand Incorporated'.
· Minor edits have been made to all standards to improve consistency of wording.
· New Scaffolding unit standards developed in 2004 have now been registered - see table below.

None. However, the scope of Opportunity - The Training Organisation has been updated to include Levels 1-8 for the Industrial Rope Access, Rigging and Scaffolding domains in line with its standard setting coverage.
