Summary of review and consultation process
The review of Pest Control unit standards was initiated when feedback from stakeholders provided further clarification of the Hazardous Substances and New Organisms (HSNO) Act 1996 which require people who handle certain agrichemicals to be trained and certified as Approved Handlers, under delegated authority of the Environmental Risk Management Authority (ERMA).
The unit standards were originally written in response to a requirement for compliance with regulations relating to the HSNO Act and the associated standard NZS 8409:2004, Management of agrichemicals.
Feedback had indicated that the prerequisite requirement for unit standard 21564 was unnecessary, and that evidence requirements in range statements of unit standard 21563 were beyond what was required for compliance with the HSNO Act. Items have also been changed in the range statements to ensure relevancy. This was further supported by training providers who indicated that the amount of assessment required for unit standard 21563 was excessive and difficult to implement. Training providers also confirmed, following changes to range statements, that credits should remain the same as it accurately reflects the time taken to learn, practice and be assessed against the outcomes in the unit standard.
Main changes resulting from the review
· Range statements in element 2 of unit standard 21563 have changed from evidence required for all items to a sample of evidence required. This is now consistent with the HSNO Act.
· Risk management has been removed as an evidence requirement from performance criteria (pc) 2.3, 2.4 and 2.5.
· Maximum transport quantities (MTQ) have been added to the range statement for pc 2.2, suitable storage facilities to the range statement for pc 2.3 and emergency planning to the range statement for pc 2.6.
· The entry information for unit standard 21564 stated that unit standard 21563 was a prerequisite. This has been changed to recommended.
· The Land Transport Rule: Dangerous Goods was replaced in June 2005. Special note 2 of unit standard 21563 has been adjusted accordingly.
