Review of Elementary Construction Skills qualification

National Certificate in Elementary Construction Skills with strands in Entry Level, and Advanced Level [Ref: 0751]

The Building and Construction Industry Training Organisation has completed the review of the qualification listed above that was registered in March 2002.

Date new version published                        May 2006

This qualification was reviewed as a result of an approach from industry representatives requesting that an entry-level qualification be developed with a focus on residential property maintenance.  The property maintenance unit standards were developed in consultation with various industry stakeholders with the intention of providing a qualification for foundation skills that can lead to either further learning in the construction industry or to employment in property maintenance.  A strand in Basic Residential Property Maintenance has now been added to the qualification.

Main changes resulting from the review

·        Entry Level and Advanced Level strands - standards 12934 and 12940 removed, and standards 22129 and 22130 added.  The following special note has been added to the qualification regarding assessment against the new standards:

This qualification includes standards 22129 and 22130.  For assessment purposes:

Ø    People who hold credit for standard 12934 can use this as evidence for elements 1, 2, and 5 of standard 22129; but must be assessed against elements 3 and 4.

Ø    People who hold credit for standard 12940 can use this as evidence for the following components of the range statement of element 2 - spouting, replacing residential hardware, and replacing a glass panel up to 1 square metre in size; but must be assessed against the balance of standard 22129.

·          Standard 22145 added to the Advanced Level strand.

·          Advanced Level strand credit total increased from 78 to 86.

·          Basic Residential Property Maintenance strand added.  This strand is designed to give a good basic grounding in property maintenance, and can lead onto a higher-level carpentry qualification.

·          Qualification title updated to reflect the change: National Certificate in Elementary Construction Skills with strands in Entry Level, Advanced Level, and Basic Residential Property Maintenance

·          Qualification issued as Version 3.

People currently working towards Version 2 of this qualification may choose to complete the requirements for that version or transfer their results to Version 3.  The last date for award of Version 2 is 31 December 2008.
