Review and revision of Meat Processing qualifications

· National Certificate in Meat Processing (Further Processing) (Level 2) with strands in Boning, Trimming, Saw Operations, Quartering, Packaging, and Dispatching [Ref: 0690]
The New Zealand Industry Training Organisation has reviewed the qualification listed above that was registered in November 1999 [Ref: 0689] and revised the qualification listed above that was registered in July 2001 [Ref: 0690].

The Associated Processes qualification [Ref: 0689] was reviewed because of the extensive review of the meat processing unit standards and the need to re-structure the qualification to meet the requirements of new and existing companies that had decided to undertake National Qualifications Framework qualifications.
A series of consultation meetings with representatives of both large and small companies that process associated meat products resulted in several changes to the qualification that better reflected the broader sector role responsibilities. Compulsory strand sections were removed along with the Refrigeration strand that was better covered in other meat processing qualifications. The Compulsory section was updated and the Elective section widened to provide greater flexibility. The credit requirement for the casings strand was reduced to better meet industry needs.
The core compulsory and elective sections of this qualification cover essential skills that are required to work safely and productively in all sectors of the meat processing industry. This qualification, therefore, shares unit standards with other meat processing qualifications at level 2
The new version was drafted in conjunction with the industry's Meat Advisory Group, which consists of company representatives, providers, and workplace assessors. The Advisory Group considered comments and endorsed version 3 of the qualification in December 2005 after evaluating feedback from the wider industry.
The Further Processing qualification [Ref: 0690] was revised to remove unit standards that were no longer required by industry. These were all level 1 unit standards that had been included in the elective section and, as that has an overarching rule for 14 credits at level 2 or above, any credit gained at level 1 would not have counted towards the qualification. In addition, these unit standards are to be found in the National Certificate in Meat Processing (Introductory) with an optional strand in Workplace Safety and Health, a level 1 qualification that candidates may choose to do first. The revision was also used to amend an error shown in the credit exemption table, include credit exemptions that had been inadvertently omitted, and rewrite the purpose statement.

The review process has resulted in the following changes to the qualification.

Changes to structure and content
· Removal of Refrigeration strand from qualification.
· Removal of Offal Products, Casings and Calibrations, and Rendering strand compulsory sections.
· Replacement of expiring unit standards (see table of replacements).
· The levels of unit standards 2503 and 2506 have been updated to reflect their review.
· Addition of unit standard 17593 to compulsory section.
· Unit standards 2506 and 16506 transferred from compulsory to elective section.
· Unit standards 6401, 6402, 9681, 10851 and 16457 removed from the qualification.
· Unit standards 2504, 2505, 17024 and 20235 added to elective section.
· Unit standards 3111 and 3112 transferred from Rendering strand to elective section.
· Unit standards 20225 and 20231 added to Rendering strand.
· Minimum credit totals reduced from 53-73 to 53-64.
· Change of qualification level to level 2 for all strands.
Transition
People currently working towards versions 1 or 2 of this qualification may either complete the requirements for that version or transfer their results to this version of the qualification. People currently working towards the Refrigeration strand may transfer their results to the Dispatching strand of the National Certificate in Meat Processing (Further Processing) (Level 2) with strands in Boning, Trimming, Saw Operations, Quartering, Packaging, and Dispatching [Ref: 0690].
The last date for award of versions 1 and 2 is 31 December 2008.
This qualification contains standards that replace earlier standards. For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standard.

· Removal of unit standard 3097 from the Dispatching strand as it is included in the Elective section.
· Inclusion of unit standard 16457 in credit exemption table for unit standards 20225 and 20231.
· Inclusion of unit standard 4542 in credit exemption table for unit standards 20243 and 20581.
· Inclusion of unit standard 16449 in credit exemption table for unit standards 20220 and 20583.
· Inclusion of unit standard 16448 in credit exemption table for unit standards 20221 and 20582.
· 'One of' added to exemptions for unit standards 21158, 21159, and 21625.
Transition
People may complete versions 4 or 5 of this qualification or transfer to version 6.
This qualification contains standards that replace earlier standards. For the purposes of this qualification people who have gained credit for the following standards are exempt from the requirement to gain credit for the replacement standard.
