Summary of review and consultation process
Feedback from industry was tabled at the New Zealand Thoroughbred Racing (NZTR) Apprenticeship Board meeting in December 2004 that highlighted the fact that thoroughbred racing unit standards currently registered on the NZQA framework and contained within the National Certificate in Equine (Thoroughbred Racing) (Level 4) [Ref: 1070] insufficiently represented riding skills apprentice jockeys were required to acquire, prior to becoming fully fledged jockeys. Furthermore, industry requested training and licensing be further aligned, whereby relevant specialist unit standards be 'signed off' by NZTR officials where appropriate. Incorporating Stipendiary Stewards current involvement in NZTR licensing, and aligning these practices with competency of related unit standards, strengthens the alignment between training and NZTR licensing, and reinforces safe practices.
Discussion between industry and the New Zealand Equine ITO Board resulted in the Board's decision to review existing thoroughbred racing riding unit standards and develop new unit standards to address riding skills not represented within current unit standards. During the review process consultation and feedback was sought from stakeholders and consensus acted upon.
Main changes resulting from the review
· Credits revised to reflect the complexity, responsibility, and time required to demonstrate the relevant skills and knowledge.
· Changes made to elements, performance criteria and ranges, to reflect industry practices, terminology and meet technical requirements for registration.
· Amendments of special notes in order to clearly specify unit standard requirements, and provide definitions and consistency.
· Minor amendments to titles to better reflect the content of both unit standards.
· A special note stating, 'For this unit standard the practical assessment evidence must be provided in the context of a commercial business operation under normal working conditions' to reflect the fact that unit standard outcomes must meet commercial expectations.
· New unit standards developed to meet identified gaps.
