Review of Electrical Appliance Servicing qualification

The ElectroTechnology Industry Training Organisation (ETITO) in conjunction with the Appliance Service Advisory Group, the Electronic Communication Group, and the appliance and electronic industries has completed the review of the above qualification.

 

Replacement qualifications

National Certificate in Electrical Engineering (Electrical Appliance and Electronic Servicing) (Level 4) with strands in Commercial Electrical Appliances, Domestic Electrical Appliances, Electronic Consumer Goods, Office Equipment, and Portable Electrical Appliances and Power Tools [Ref: 1266]

Summary of review and consultation process

 

The qualification was reviewed following a major review of the Appliance Servicing and Electronic Engineering standards by industry.  The review reflected their experiences since the last review of training, assessment, industry advancement, and revised legislation.  Current and anticipated future skill requirements of the industries were taken into account along with the merge, with regard to training, of these two sectors.

 

Main changes resulting from the review

 

These qualifications were created to rationalise training and assessment for Electrical Appliance Servicing and Electronics Servicing technicians.  The stakeholders within these industries requested formal recognition of trainees who have met the requirements for registration with the Electrical Workers Registration Board (EWRB) for Electrical Service Technician (EST) registration with a 230 volt limitation including connection of single phase appliances to fixed outlets, by the issuing of a national certificate.

 

The National Certificate in Electrical Appliance Servicing [Ref: 0827] contained the unit standards required for registration with the EWRB for Electrical Service Technician (EST) registration with a 230 volt limitation including connection of single phase appliances to fixed outlets.  Formerly, when a trainee had completed the required standards contained in the qualification, ETITO issued a Certificate of Attainment that confirmed the trainee met the EWRB registration requirements.  The National Certificate in Electrical Engineering (Electrical Appliance and Electronic Servicing) (Level 3) [Ref: 1265] replaced the ETITO Certificate of Attainment.

 

The National Certificate in National Certificate in Electrical Engineering (Electrical Appliance and Electronic Servicing) (Level 3) [Ref:  1265]; qualification is one of three prerequisites for the National Certificate in Electrical Engineering (Electrical Appliance and Electronic Servicing) (Level 4) with strands in Commercial Electrical Appliances, Domestic Electrical Appliances, Electronic Consumer Goods, Office Equipment, and Portable Electrical Appliances and Power Tools [Ref: 1266].

Summary of differences between the qualifications:

·      Unit standards 3492, 15861, 15864, 18084-18087, 18089-18091, 2670 and 2679 were not required in the new Level 3 qualification and were now included in the National Certificate in Electrical Engineering (Electrical Appliance and Electronic Servicing) (Level 4) with strands in Commercial Electrical Appliances, Domestic Electrical Appliances, Electronic Consumer Goods, Office Equipment, and Portable Electrical Appliances and Power Tools [Ref: 1266];

·      Unit standard 18083 has been replaced by 22763 (see exemption table below);

·      Unit standards 15846 and 15847 have been added.

The Level 4 qualification includes technicians who work in either the appliance servicing sector or the electronics servicing sector.  The new qualification includes five strands to allow for specialisation within the trainee's chosen field.

 

The prerequisite options are as follows: the first option allows entry into any strand, and the second and third options are strand-specific for candidates who do not hold option one:

 

1   The National Certificate in Electrical Engineering (Electrical Appliance and Electronic Servicing) (Level 3) [Ref: 1265]; or

 

2   For strands in Commercial Electrical Appliance, Domestic Electrical Appliance, and Portable Electrical Appliances and Power Tools, the National Certificate in Electrical Engineering (Level 2) [Ref: 0174] together with EWRB Limited Service Technician A and B theory examination and practical assessments; or

 

3   For strands in Electronic Consumer Goods, and Office Equipment, the National Certificate in Electronic Engineering (Level 3) [Ref: 1093].

 

Summary of differences between the qualifications:

·      Five strands have been created to recognise distinct skill sets;

·      Unit standards 750, 1178, 6401, 6402, 15843, 15848, 15849, 15851, 15856, 16407, 17808, 17798-17806, 18082, 18088, and 22763 (part replacement for unit standard 18083) were not required in this qualification and were now included in the National Certificate in Electrical Engineering (Electrical Appliance and Electronic Servicing) (Level 3) [Ref: 1265];

·      Unit standard 18083 has been replaced by 22764 (see exemption table below);

·      Unit standards 1173, 1189, 5934, 6066, 8191, 8195, 8211, 8218, 16411, 17807-17811, 20591, 20615, 20721, 20724, and 22765-22767 have been added.

 

Transition

 

Trainees may either complete the requirements of the National Certificate in Electrical Appliance Servicing [Ref: 0827] before 31 December 2008 or transfer to one of the new qualifications.  The last date to meet the requirements of the former qualification is 31 December 2008.

 

Programmes leading to the new qualification are being introduced from mid-2007.  All new trainees will be enrolled in programmes leading to the new qualifications.

 

Industry will continue to recognise the former qualification, and there should be no need to 'upgrade' by those who have already achieved it.

 

The National Certificate in National Certificate in Electrical Engineering (Electrical Appliance and Electronic Servicing) (Level 3) [Ref: 1265] contains standards that replace earlier standards.  For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.
