Review of Concrete Roof Tiling and Roofing qualifications

 

National Certificate in Concrete Roof Tiling [Ref: 0312]

National Certificate in Roofing with strands in Metal Roofing and Cladding, Metal Roof Tiles, Membrane Roofing, Torch on Membrane Roofing, and Shingle Roofing [Ref: 0375]

 

The Plumbing, Gasfitting and Drainlaying Industry Training Organisation Limited (the ITO) have completed the review of the qualifications listed above.

 

Date new versions published                        November 2006

 

The next qualification review is planned to take place during 2010.

 

Summary of review and consultation process

 

In 2003, the ITO consulted its members and industry contacts to identify industry qualification needs for roofing.  Initially all stakeholders were consulted individually and then a review meeting was held with the Roofing Advisory Board.  Subsequent consultation with stakeholders was conducted by mail and email.  Stakeholders included other Standard Setting Bodies in the construction area.

 

In 2005, a further study was carried out to determine the match between planned reviewed and new roofing qualifications in order to meet anticipated Department of Building and Housing competency requirements for roofers as Licensed Building Practitioners for roofing projects.

 

Consultation showed the need for one national qualification to reflect more appropriately the health and safety components associated with working on roofing and cladding projects and the need to incorporate the National Certificate in Concrete Roof Tiling [Ref: 0312] into the National Certificate in Roofing with strands in Metal Roofing and Cladding, Metal Roofing Tiles, Membrane Roofing, Torch on Membrane Roofing, and Shingle Roofing [Ref: 0375] as a strand.

 

To meet qualification requirements a unit standard review was conducted and this included registration of new unit standards.

 

A new qualification, the National Certificate in Roofing (Contract Supervisor) [Ref: 1264], has also been developed for people managing roof installation programmes.

 

Main changes resulting from the review

 

National Certificate in Concrete Roof Tiling [Ref: 0312]

 

This qualification has been designated expiring.

 

All of the unit standards in this qualification have been moved into a new Concrete Roof Tiling strand in the National Certificate in Roofing (Installer) [Ref: 0375].

 

Transition

 

The last date for entry to training programmes for National Certificate in Concrete Roof Tiling is 31 December 2006.

 

The last for completion of the National Certificate in Concrete Roof Tiling is 31 December 2008.

 

National Certificate in Roofing with strands in Metal Roofing and Cladding, Metal Roof Tiles, Membrane Roofing, Torch on Membrane Roofing, and Shingle Roofing [Ref: 0375]

National Certificate in Roofing (Installer) with strands in Concrete Roof Tiling, Metal Roofing and Cladding, Metal Roof Tiling, Membrane Roofing, Liquid Membrane Roofing, Torch on Membrane Roofing, and Shingle Roofing with optional strands in Translucent Roofing, and Foreperson [Ref: 0375]

 

The core compulsory set of standards has been extended to cover first aid, safe working and injury prevention, and knowledge of hand and power tools.

 

Changes to structure and content

·      Concrete Roof Tiling strand added (containing all the unit standards in the expiring National Certificate in Concrete Roof Tiling [Ref: 0312]);

·      Liquid Membrane Roofing strand added;

·      Optional strands in Translucent Roofing, and Foreperson added;

·      Metal Roofing Tiles strand renamed 'Metal Roof Tiling';

·      Qualification title updated to reflect the new strands, renamed strand, and new optional strands;

·      Level changed from level 4 to level 3 or 4 depending on strand;

·      Credit range changed from 42-62 to 55-78 depending on strand or 65-92 with an optional strand;

·      Standard 10808 removed from the Core Compulsory and standards 497, 6401, 6402, 12997, 14609, 15757, and 21413 added;

·      Standard 10813 removed from the Metal Roofing and Cladding, Metal Roof Tiling (formerly Metal Roofing Tiles), and Shingle Roofing strands, and standard 10808 added;

·      Standard 10808 added to the Membrane Roofing strand;

·      Standard 10811 removed from the Torch on Membrane Roofing strand and standard 10808 added.

 

Transition

 

The last date for entry to training programmes leading to version 1 of the National Certificate in Roofing with strands in Metal Roofing and Cladding, Metal Roofing Tiles, Membrane Roofing, Torch on Membrane Roofing, and Shingle Roofing [Ref: 0375] is 31 December 2006.

 

The last date for completion of version 1 is 31 December 2008.
