Review of NZ Extractive Industries Training Organisation AMAP

 

The NZ Extractive Industries Training Organisation (EXITO) has completed the review of the Accreditation and Moderation Action Plan (AMAP) above.

The next AMAP review is planned to take place during 2012.

 

Summary of review and consultation process

 

This AMAP has been reviewed to take into account the incorporation of Australian Units of Competency developed by the Australian Resource and Infrastructure Industry Skills Council Ltd (RIISC), and the standards previously covered by AMAP 0124.

 

Moderation procedures have been updated to reflect the reviewed practices and requirements of EXITO.

 

The changes to the AMAP have been largely in keeping with the intent of the current version.  However, to define the operational processes in more detail EXITO communicated, both formally and informally, with accredited providers, to provide information about the revised operational procedures.

 

Compliance with new requirements

 

Accreditation requirements will apply with effect from January 2007.

 

Moderation system requirements will apply with effect from January 2007.

 

Accredited organisations will be audited for compliance with AMAP requirements from January 2007 onwards.

 

Main changes resulting from the review

 

ACCREDITATION INFORMATION (AI)

 

Areas of shared responsibility

·        Australian Resource and Infrastructure Industry Skills Council Ltd (RIISC) have a role in the moderation of the Australian Units of Competency.

 

Industry or sector-specific requirements for accreditation

·      Criterion 7 added the requirement for Joint assessment for assessment against specified unit standards registered in the Extractive Industries subfield.  This is due to the high risk involved in the competencies being assessed.

 

MODERATION INFORMATION (MI)

 

Moderation System

A review of the EXITO moderation systems has taken place and as a result:

·        Changes have been made to the moderation requirements for pre assessment moderation and post assessment moderation procedures and requirements.

·        Post-assessment moderation consists of peer review and an annual visit from EXITO.

·        A National Moderator has been appointed.

·        The moderation system for Australian Units of Competency will be managed in connection with the Australian quality assurance system so that an Australasian set of standards exists where Australian Units of Competency are registered on the NQF.

 

Non-compliance with moderation requirements

A review of the EXITO moderation systems has taken place and as a result:

·        The Deputy CEO will provide details in writing to the accredited organisation including the corrective action required and the time frame given for compliance. 

 

Appeals

Procedures have been updated in accordance with the reviewed moderation systems:

·        Where agreement is not reached between the accredited organisation and the Moderator, the matter will be referred to the EXITO Executive. 

·        The EXITO executive may seek advice from the National Moderator or the sector moderators.

·        In all cases, the decision of the EXITO Executive will be final and binding.
