Summary of review and consultation process

 

In February 2004, the Boating Industry Training Organisation (BITO) began a comprehensive review of existing qualifications and of the unit standards within each qualification.  Meetings were held and feedback was obtained from stakeholders including industry, providers, assessors, moderators, and current and past trainees.

 

All unit standards have been reviewed and new unit standards have been written to address the skill-gaps identified by industry.  An industry consultation process allowed an opportunity for every employer to provide feedback on the content and structure of the draft unit standards.  This feedback has been incorporated into the final versions.

 

The need to introduce specific strand options for the production trailer boat sector of the boating industry, has been identified as a top priority.  The existing Level 4 National Certificate in Boatbuilding [Ref: 0877] strands in Composite and Alloy Boatbuilding do not ideally match the skill requirements of production trailer boat manufacturing, therefore two new strands (Composite Production Trailer Boats and Alloy Production Trailer Boats) have been developed to accommodate the specific skill requirements of this sector of the boatbuilding industry.  This part of the review includes thirteen new unit standards developed for the new production trailer boat strands, along with three new generic unit standards, which are common across most strands of the existing qualifications.  The new generic unit standards are replacements for a combination of unit standards in lofting and material deterioration and will simplify and improve assessment.  In addition, a new health and safety unit standard (23244) will be common across all strands.

 

The review of all other unit standards in the existing strands of the Level 4 National Certificate in Boatbuilding with strands in Marine Cabinetmaking, Composite Sparmaking, Alloy Boatbuilding, Marine Rigging, Marine Painting, Composite Boatbuilding, Steel Boatbuilding, Wooden Boatbuilding, Marine Systems Engineering, and Metal Sparmaking [Ref: 0877] will be re-registered separately.

 

Main changes resulting from the review

 

·      This review contains 17 unit standards in total:

-        13 new unit standards to meet the specific requirements of the production trailer boat sector of the marine industry.

-        3 new unit standards (23241, 23242, and 23243, replacing existing unit standards) which are  common across all the boatbuilding strands.

-        1 new unit standard (23244) also common across all strands.

 

All of these unit standards are in the boatbuilding domain.

 

·      New unit standard 23243 in the Boatbuilding domain replaces unit standards 9915 and 9916 in the Marine Sales and Services domain.

·      New unit standard 23241 replaces 10837, 10838, and 10842, and new unit standard 23242 replaces unit standards 10839 and 10840.

·      Titles have been amended to reflect content more clearly.

·      Purpose statements have been amended to reflect new content.

·      Special notes have been amended for consistency and to clarify range statements.

·      Elements and performance criteria have been added or deleted to better reflect the skills and knowledge required by industry.  Amendments have been made to improve assessability.

·      Range statements have been adjusted to clarify evidence requirements.

 

Unit standards categorised as category C expire at the end of December 2009.
