Summary of review and consultation process
At the request of the Human Rights Commission and Land Transport New Zealand, this unit standard was placed under an urgent review to ensure it reflected the recent changes made to the endorsement P licensing requirements.
The Industry Advisory Group for this review consisted of representatives from Land Transport NZ; the Ministry of Transport (who also consulted with Minister of Transport and the Minister for Disability Issues); operators of large and small passenger transport services; training providers and assessors; and New Zealand's largest tourism operator. The reviewed standard accurately reflects the new requirements for endorsement P and has been formally endorsed by the Human Rights Commission and Land Transport New Zealand.
The main changes to the standard reflect recent legislative changes, such as the smoke-free work environment legislation, which now applies to passenger services, and the recognition of the rights of passengers with special needs. These changes necessitated the inclusion of some new definitions that are consistent with those in related unit standards.
Land Transport New Zealand is currently developing a new Operator Licensing Rule, which includes changes to the categorisation of passenger services and is expected to come into force late in 2007. To future proof the standard; most references to specific legislation have been amended to current legislation.
Main changes resulting from the review
· Inclusion of a new element focusing on driver responsibilities for the safety of passengers with special needs.
· Inclusion of a new performance criterion in element 1 covering the application of smoke-free legislation to a driver's work environment.
· Inclusion of definitions for entitlement, exemption certificate, passengers with special needs, and safe driving in special notes.
· Relevant legislation updated.
