Summary of review and consultation process

 

Stakeholders working with Class 4 gambling as defined in the Gambling Act 2003 formed a working party with representation from the Department of Internal Affairs, Industry Associations, and service providers of problem gambling counselling.  The working party invited the NZ Racing Board to participate, since similar regulations exist for that sector under the Racing Act 2003. Agreement was reached to have a single unit standard covering both sets of regulations, since those regulations are broadly similar and a large number of venues offer both Class 4 and Racing Act gambling.

 

The review was carried out to ensure that the standard was consistent with industry practice and to draw upon the practical experience gained from training and assessing against the standard.  The review aimed to relate the standard more closely to the specific minimal requirements of Regulation 12 of the Gambling Act 2003 contained in the Gambling (Harm Prevention and Minimisation) Regulations 2004 and the corresponding regulations of the Racing Act 2003 contained in the Racing (Harm Prevention and Minimisation) Regulations 2004.

 

Main changes resulting from the review

 

·      The title, purpose statement, and special notes were amended to extend the context to cover problem gambling under the Racing Act 2003.

·      Special notes were amended to clarify that candidates will be required to provide evidence that they understand the problem gambling provisions of both the Gambling Act 2003 and the Racing Act 2003.

·      Credits were reduced to 2 to reflect the closer focus on minimum compliance requirements.

·      Where it occurs 'harm minimisation', has been changed to 'harm prevention and minimisation' to reflect the wording of the regulations under the Acts.

·      Changes were made to the elements and performance criteria to clarify the parameters for assessment.
