Review of Flooring qualifications

National Certificate in Flooring (Level 4) with strands in Fine Sand and Finishes; Flooring Retail – Sales, Service, and Support; Resilient Flooring Installation; Soft Covering Installation; Substrate Preparation; and Wood Overlay Installation [Ref: 0756]
The NZ Flooring Industry Training Organisation Inc has completed the review of the qualifications listed above.
Date new versions published August 2007
The next qualification review is planned to take place during 2012.
Summary of review and consultation process
These qualifications were reviewed following a survey of the industry on the qualifications’ fitness for purpose. The results of the survey showed the need to rename the Flooring Retail – Sales, Service, and Support strand [Ref: 0756] to reflect the actual skills and knowledge required in flooring planning and design, and to amend the compulsory section of the qualification to both include new unit standards developed by the ITO and to ensure that the compulsory section could be achieved by all sectors of the industry. The strands were refined to make career pathways clearer and more accessible, and to better reflect the specialised nature of the small businesses that are typical of the industry. Changes to the introductory qualification [Ref: 1126] were made to include additional unit standards the industry felt would provide a good introduction to the flooring industry.
Main changes resulting from the reviews
A special note was created on both qualifications recommending candidates hold a current first aid certificate. This has replaced the unit standards in the compulsory section of the qualifications, as the industry does not consider first aid be a requirement for all its apprentices. Both qualifications have been amended to include changes made to the flooring standards as a result of the review and include new standards developed to meet industry requirements.

Changes to structure and content
· Total credits required have increased from 75 to 87.
· Standard 9781 credit increased from 5 to 8.
· Standard 21021 credit increased from 3 to 5.
· Standards 23272, 23276, and 23277 were added.
· Standards 6401 and 6402 have been removed.
Transition
People currently working towards version 1 of this qualification may either complete the requirements of that version or transfer their results to this version of the qualification.
The last date for assessment of version 1 of this qualification is 31 December 2009.

Changes to structure and content
· Core Compulsory standards 62, 497, 1304, and 3503 have been removed from the qualification, 6401 and 6402 are now recommended as alternatives to a First Aid Certificate. Standards 17008, 17009, 17010, 17013, and 17019 have been moved from the various strands and with standards 21021, 21022, 23272, and 23273 now form the Core Compulsory. Core Compulsory credit total has increased from 9 to 69.
· Soft Covering Installation strand has been renamed Carpet Installation strand. Former elective standard 17018 and new 23275 have been added to the compulsory set. Expiring standards 17014, 17016, and 17017, and elective standard 17015, have been removed from the elective. The credit total for the qualification with this strand has increased from 127 to 138.
· Fine Sand and Finishes strand - all standards are now compulsory, former elective standard 10849, and new 23275 have been added, expiring standards 10848 and 17381, and former compulsory standards 17013 and 17018, and from the former elective, expiring standards 17014, 17016, 17017, and 17380, and standard 17015, have been removed. The credit total for the qualification with this strand has increased from 104 to 134.
· Flooring Retail – Sales, Service, and Support strand has been renamed Flooring Planning and Design strand. All standards are now compulsory, standards 11831, 11968, and expiring 17381 have been removed, and standards 21024, 21025, 23275, 23276, and 23277 have been added. The credit total for the qualification with this strand has increased from 70 to 119.
· Resilient Flooring Installation strand – former elective standard 17018, and new 23275 have been added to the compulsory set. Expiring standards 10848, 17014, 17016, and 17017, and standards 17015 and 17018 have been removed from the elective set. The credit total for the qualification with this strand has increased from 168 to 181.
· Substrate Preparation strand – all standards are now compulsory, standards 21024, 23276, and 23277 have been added, and the former elective – expiring standards 17014, 17016, 17017, and 17379, and standards 17015, 17020, 17021, 17022, and 17023 – has been removed. The credit total for the qualification with this strand has increased from 122 to 127.
· Wood Overlay Installation strand – all standards are now compulsory, former elective standard 17018, and new standard 23275 have been added, and the elective – expiring standards 10848, 17014, 17016, and 17017, and standards 16997, 17007, 17015, 17020 – has been removed. The credit total for the qualification with this strand has decreased from 158 to 154.
Transition
People currently working towards version 1 of this qualification may either complete the requirements of that version or transfer their results to this version of the qualification.
The last date for assessment of version 1 of this qualification is 31 December 2010.
This qualification contains standards that replace earlier standards. For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards – see table below.
