Summary of review and consultation process

 

The review was initiated by the Vessel Operations Advisory Group of SITO in response to feedback from the Observers Qualification Group that unit standard 16675 would find a constituency with fisheries observers if it were reviewed to extend its scope from catch sampling for SeaFIC to sample and data collection from all aspects of fishing which have scientific interest, and for all agencies that use the samples and data collected, and specify the sample and data collection standards that apply.

 

A review panel was set up which included representatives from the Ministry of Fisheries scientific and observer sections, NIWA, SeaFic, and non-Ministry of Fisheries observers.

 

Main changes resulting from the review

 

The review process has resulted in the following changes to the unit standard.

 

·         Unit standard 16675 has been modified to include knowledge of the sampling plans, and to include sampling standards set by agencies other than SeaFIC.  The focus on catch sampling has been retained.

·         A new complementary unit standard has been developed covering the sampling and data collection standards for non-fish by-catch samples and data that may be required to be collected during fishing operations.

·         A new unit standard has been developed covering the requirements for conversion factors.
