Reason for the revision

Version 2 of the standard had a moderation option that was inconsistent with AMAP 0114.  Although version 3 of the standard has been published on a template that does not show the moderation option, the ITO wanted to remove the inconsistency to help prevent future moderation issues.

The standard has been rolled over and published on the new template.
