Summary of review and consultation process
The review was carried out because changes were required to reflect recent changes in the legal structure in New Zealand, and the unit standards were due for review. In December 2005, stakeholders, who included secondary and tertiary providers, New Zealand Legal Studies Teachers Association, moderators, and legal professionals, were invited to express interest in the review.
An advisory group comprising secondary and tertiary providers and legal industry members met in February 2006 to provide guidance and scope for the review process. A review panel comprising secondary teachers, moderators, and industry members met in March and May 2006 to review the unit standards, and to draft two new ones.
Consultation drafts were subsequently circulated to secondary teachers, tertiary providers, and legal professionals. All feedback received was considered by the review panel and informed final drafts. The review panel endorsed final drafts, and the advisory group endorsed the review process followed and the transfer of the unit standards to AMAP 0226.
Main changes resulting from the review
· Legislation and references to legal entities were updated.
· Credits were increased for unit standards 8544, 8545, 10337, 10341, and 10351 to more accurately reflect the time needed for learning and assessment.
· Titles of unit standards 8544, 8545, 8546, 8547, 8551, 8552, 10337, 10341 and 10344 were amended to more accurately reflect outcomes.
· Unit standard 10343 was designated expiring. A recommended alternative for this unit standard was Unit 12354, Describe implications of independent living, including renting and flatting.
· Unit standards 10339, 10348, and 10352 were also recommended for expiry as they showed very low usage. Unit standard 10339 contained outcomes already covered by 10338, and unit standards 10348 and 10352 were considered to be outdated.
· A new Level 3 standard 23699 was written on using and applying civil law.
· Significant range notes were added to unit standard 8552.
Unit standards categorised as category C or D expire at the end of December 2008.
Impact on existing provider accreditations
None.
Impact on Accreditation and Moderation Action Plan (AMAP)
These standards were transferred from AMAP 0119 to AMAP 0226 as they are registered in the Legal Studies domain, which is part of the Base Scope of Accreditation for Schools (BSAS). AMAP 0226 has been updated to reflect the changes made to the standards.
Impact on existing qualifications
The following qualification is also impacted by the outcome of this review. The standard setting bodies (SSBs) have been advised that they require revision. The unit standard that generated the Affected status is in bold.
