Review of Motor Industry, Canvas Fabrication, and Sailmaking qualifications

The NZ Motor Industry Training Organisation (Inc) (MITO) has completed the review of the qualifications listed above.

 

Replacement qualifications

 

·      National Certificate in Industrial Textile Fabrication (Level 3) with strands in Canvas Fabrication, Sailmaking, and Vehicle Trimming and Upholstery [Ref: 1340]

·      National Certificate in Industrial Textile Fabrication (Level 4) with strands in Canvas Fabrication, Sailmaking, and Vehicle Trimming and Upholstery [Ref: 1341]

Summary of review and consultation process

 

The review of these qualifications was part of a major review of the motor industry and outdoor fabric product qualifications (QReview) conducted by MITO from 2004 to 2007.  The entire QReview process has been overseen by the QReview Steering Group, who developed review processes and principles to be followed by the Advisory Groups formed for each industry sector, and have given final endorsement to the new and reviewed standards and qualifications.

 

Initial meetings of the Steering Group identified the need for a clearer career pathway for people already in, and those entering the motor or industrial textile fabrication industries.  This led to a more coherent relationship being formed between all of MITO's qualifications through the creation of common cores with strands, and separation into a progression of qualification Levels to provide a clearer qualification pathway.

 

Advisory Groups, made up of industry experts and representative bodies, were formed for each of the qualification sectors to provide advice on the requirements of each of the industry sectors moving forward.  These groups each met several times to form the draft qualifications and standards.  The resulting documents were then all published on the MITO website and surveys were circulated to all stakeholders to provide feedback.  Industry publications and organisations were also used to advise stakeholders that the consultation process was underway.  All relevant feedback was incorporated into the final drafts and these were endorsed by the respective Advisory Groups and then by the QReview Steering Group.

There were substantial differences between the new and replaced qualifications.  Changes included

·      core compulsory and core elective standards were common across each sector

·      each industry sector now had two Levels of qualification, one at Level 3 and one at Level 4; whereas previously canvas fabrication had one at Level 3, and sailmaking and motor trimming each had one at Level 4

·      candidates must now complete a strand to meet the requirements of the qualification at each Level.

 

Canvas Fabrication strand (Level 3)

·      replaced the National Certificate in Canvas Fabrication [Ref: 0079]

·      standards 64, 1320, 3856, 5022 and 8492 remained compulsory, but were split between the core compulsory and strand compulsory sections

·      standards 56 and 16704 were moved to elective sections of the qualification

·      standard 3869 was removed

·      standard 1324 was moved to the strand compulsory section in the Level 4 qualification

·      replacement standards for standards 1314, 1315, 1316, 1317, 1318 and 1319 (23479, 23480, 23481, 23482, 23483, 23484, 23485, 23486, 23487, 23488, 23489, 23490, 23491, 23492, 23493, 23494 and 23495) were included in either the core compulsory or strand compulsory sections of the qualification

·      replacement standards for standards 1321 and 1323 (23508, 23509, 23524 and 23525) were included in the strand elective section of the qualification

·      standards 497, 1277, 2989, 3501, 3503, 4249, 7118, 7123, 21673, 23478, 23504, 23505, 23506, 23513 and 23514 were added through the inclusion of the core compulsory section

·      standards 14145, 23496, 23497, 23499, 23515 and 23516 were added to the strand compulsory section

·      the open elective of 30 credits from anywhere on the framework has been narrowed to a defined set of relevant standards in both the core elective and strand elective sections

·      standard titles, Levels and credits were updated.

 

Canvas Fabrication strand (Level 4)

·      canvas fabrication was previously only Level 3, so the Level 4 strand in canvas fabrication is entirely new, however some standards chosen as electives in the previous Level 3 qualification may count towards the requirements of this qualification.

 

Sailmaking strands (Levels 3 and 4)

·      replaced the National Certificate in Sailmaking [Ref: 0374]

·      standards 57, 1316, 1320, 3869, 5023, 6402, 11800, 11831 and 12349 were removed

·      standards 497, 5022, 11802, 11803, 11804, 11805, 11809, 11812, 11813 remained compulsory at Level 3, and standards 11801, 11807, 11810, 11811 remain compulsory at Level 4, but were split between the core compulsory and strand compulsory sections

·      standards 2780, 2925, 11810 and 11814 remained elective at Level 3, and standards 1325, 1326, 1327, 5021, 6404, 7452, 8493, 11806 and 11808 remained elective at Level 4, but were split between the core elective and strand elective sections

·      replacement standards for standards 1314, 1315, 1318 and 1319 (23479, 23480, 23487, 23488, 23489, 23490, 23491, 23492, 23493, 23494, 23495) were included in either the core compulsory or strand compulsory sections of the qualification at Level 3

·      replacement standards for standards 1317 and 1322 (23485, 23486, 23499, 23500, 23501 and 23502) were included in the core elective and strand elective sections of the qualification at Level 3

·      replacement standards for standard 1323 (23508 and 23509) were included in the strand elective section of the qualification at Level 4

·      standards 56 and 58 were moved to elective sections in the Level 3 qualification

·      standards 64, 1277, 2989, 3501, 3503, 3856, 4243, 7118, 7123, 8492, 21673, 23504, 23505, 23506, 23513 and 23514 were added at Level 3, and standards 1312, 9696, 11101, 22789, 23507 and 23512 were added at Level 4, through the inclusion of the core compulsory section

·      standards 8077, 21681, 21683 and 21684 were added at Level 3, and standards 1991, 9704, 11968 and 21708 were added at Level 4, through the inclusion of the core elective section

Vehicle Trimming and Upholstery strands (Levels 3 and 4)

·      standards 57, 5767, 8299, 8314, 8315, 16097 and 16098 were removed

·      standards 912, 3856 and 8318 remained compulsory at Level 3, and standards 5777, 8304, 8310, 8311 and 8312 remained compulsory at Level 4, but were split between the core compulsory and strand compulsory sections

·      standards 945, 8321 remained elective at Level 3, and standards 8313 remained elective at Level 4, in the strand elective section

·      replacement standards for standards 2629, 5739, 8298, 8300, 8301, 8302, 8303, 8308, 8309, 8317 and 8322 (21673, 22799, 22800, 23479, 23480, 23520, 23521, 23522, 23523, 23524, 23525, 23526, 23527, 23528, 23530, 23531 and 23532) were included in either the core compulsory or strand compulsory sections of the qualification at Level 3

·      standard titles, Levels and credits were updated.

 

Transition

 

Programmes leading to the new qualifications are being introduced during 2008.  People currently working towards any of the replaced qualifications may either complete the requirements for that qualification or transfer their results to these qualifications. 

 

The last date for entry to training programmes or courses for the replaced qualifications is December 2008.  The last date for assessment of the replaced qualification is 31 December 2010.

 

Industry will continue to recognise the former qualifications, and other than in the area of canvas fabrication where candidates may wish to continue to complete the Level 4 qualification, there should be no need to 'upgrade' by those who have already achieved one.

 

These qualifications contain standards that replace earlier standards.  For the purpose of these qualifications people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.
