Summary of review and consultation process
These unit standards were reviewed to incorporate changes overlooked in the previous review (January 2006). The post-assessment moderation process identified some issues of consistency and difficulty of assessment within the National Certificate in Proprietary Plaster Cladding Systems with strands in Fibre Cement, and External Insulation Finishing Systems (EIFS) [Ref: 0786]. The BCITO moderation team identified quality issues and made recommendations for improvement. These recommendations were then discussed and approved by a working party consisting of direct representatives from the Proprietary Plaster Cladding Systems industry. During this process, the industry working party identified a gap within the current qualification, requiring the creation of a new unit standard to cover the missing skills and competencies.
Main changes resulting from the review
· Titles of unit standards 17503, 17511, 17514, 22328, 22329, 22330 and 22331 have changed to more accurately reflect the outcomes of the unit standards.
· Purpose statements have been altered to match the elements and performance criteria.
· Special notes have had definitions added for clarity, legislation updated, and the 'industry practice' special note has been reworded and added to unit standards 17511, 22328-22333.
· Alterations to arrangement and/or wording of performance criteria and range statements, or addition of range statements to better clarify assessment requirements.
· The final 'clean up' element has been removed from unit standards 17511, 22328-22332, as it was considered to be superfluous.
· The element covering maintenance was removed from unit standard 22333 and added to unit standard 17513, as it was considered to be more appropriate in this context.
· Unit standard 22335 has had the element covering non-standard substrates removed, and concrete substrates (which comprise the majority of non-standard substrates) have been added to a previous element in the same unit standard.
· Unit standards 22328 and 22330 have had the element relating to fastening removed, as it is not considered a necessary part of the fixing of boards described in the titles.
· Unit standards 22328, 22329, 22330 and 22331 have had the 'remedial work' section of element 1 moved to a new element, and changed to allow for the fact that not all jobs will require remedial work, and therefore improve assessability.
· The changes are not considered to have altered the outcomes of the unit standards significantly, so they are category B and credits have stayed the same.
· A new unit standard covering the application of Proprietary Plaster Cladding Systems to fibre cement substrate has been developed.
