The next qualification review is planned to take place during 2012.

 

Summary of review and consultation process

 

FITEC undertook a significant consultation with the forest industries in 2004 and 2005 to determine the skills requirements of the industry going forward.  As a result of this consultation process it was clear that new qualification structures were required by the industry.

 

A Steering Committee and several Technical Advisory Groups were established in 2005 to work with FITEC on the development of these new structures.  The Steering Committee was responsible for the design of the qualification across all the wood manufacturing industries, and the core qualifications.  The Technical Advisory Groups then worked up the detailed content of the specialist strands or technical qualifications identified in the design.

 

Following the design work it was clear that the structure of the industry subfields and domains required revision to meet the needs of the new design.  As a result new subfields in Solid Wood Manufacturing, Wood Fibre Manufacturing, Wood Handling and Distribution, and Wood Manufacturing – Generic Skills were established and the subfields Solid Wood Processing, Pulp and Paper Manufacturing, Wood Panels Manufacturing, and Wood Processing Technology were designated expiring.

 

The relationships between the reviewed and replacement qualifications are complete.  In particular the National Certificate in Wood Panels Manufacturing (Level 4) [Ref: 0254] has multiple relationships.  It has been replaced by parts of the new National Certificates [Ref: 1306], [Ref: 1307], [Ref: 1309], and [Ref: 1310].

People currently working towards any of the replaced qualifications may either complete the requirements for that qualification by 31 December 2011 or transfer their results to this qualification.  The last date for entry to training programmes or courses for the replaced qualifications is December 2008.

 

It is anticipated that no existing trainees will be disadvantaged by these transition arrangements.  Any person who feels they have been disadvantaged by these transition arrangements should contact FITEC who will consider appeals on a case by case basis.

 

This qualification contains standards that replace earlier standards.  For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards – see table below.

There are substantial differences between the new and replaced qualifications.  Changes include

Laminated Veneer Lumber (LVL) and Plywood Manufacture Strand

·      replaced part of the National Certificate in Wood Panels Manufacturing (Level 4) [Ref: 0254]

·      standards 3271, 1277, 9677, 691, 692, 693, 2443, and 8492 were removed

·      Elective lists A and B were removed
