Summary of review and consultation process

FITEC undertook a significant consultation with the forest industries in 2004 and 2005 to determine the skills requirements of the industry going forward. As a result of this consultation process it was clear that new qualification structures were required by the industry.

A Steering Committee and several Technical Advisory Groups were established in 2005 to work with FITEC on the development of these new structures. The Steering Committee was responsible for the design of the qualification across all the wood manufacturing industries, and the core qualifications. The Technical Advisory Groups then worked up the detailed content of the specialist strands or technical qualifications identified in the design.

Following the design work it was clear that the structure of the industry subfields and domains required revision to meet the needs of the new design. As a result new subfields in Solid Wood Manufacturing, Wood Fibre Manufacturing, Wood Handling and Distribution, and Wood Manufacturing – Generic Skills were established and the subfields Solid Wood Processing, Pulp and Paper Manufacturing, Wood Panels Manufacturing, and Wood Processing Technology were designated expiring.

The relationships between the reviewed and replacement qualifications are complete. In particular the National Certificate in Wood Panels Manufacturing (Level 4) [Ref: 0254] has multiple relationships. It has been replaced by parts of the new National Certificates [Ref: 1306], [Ref: 1307], [Ref: 1309], and [Ref: 1310].

Transition

People currently working towards any of the replaced qualifications may either complete the requirements for that qualification by 31 December 2011 or transfer their results to this qualification. The last date for entry to training programmes or courses for the replaced qualifications is December 2008.

It is anticipated that no existing trainees will be disadvantaged by these transition arrangements. Any person who feels they have been disadvantaged by these transition arrangements should contact FITEC who will consider appeals on a case by case basis.

This qualification contains standards that replace earlier standards. For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards – see table below.

There are substantial differences between the new and replaced qualifications. Changes include

· core compulsory standards are common to all sectors

· one strand is required to complete the requirements of the qualification.

Laminated Veneer Lumber (LVL) and Plywood Manufacture Strand

· replaced part of the National Certificate in Wood Panels Manufacturing (Level 4) [Ref: 0254]

· standards 3271, 1277, 9677, 691, 692, 693, 2443, and 8492 were removed

· Elective lists A and B were removed

· standards 701, 21478, 21479, 21480, and 16247 were added to the strand

· standard titles, levels and credits were updated.

Sawmilling Strand

· replaced the Sawmilling strand of the National Certificate in Solid Wood Processing (Level 4) with strands [Ref: 0809]

· standards 497, 155, 157, and 159 were removed from the compulsory section

· Electives 1, 2, and 3 were removed

· the Sawmilling domain was removed from the strand

· standard 15764 and 166 were added to the strand compulsory

· standards 15765, 15766, 15767, 8006, and 22984 were added to the elective section

· standards titles, levels and credits were updated.

Timber Drying Strand

· replaced the Wood Drying strand of the National Certificate in Solid Wood Processing (Level 4) with strands [Ref: 0809]

· standards 497, 155, 157, and 159 were removed from the compulsory section

· Electives 1, 2, and 3 were removed

· the Wood Drying domain was removed from the strand

· standards 21457, 22980, 17869, and 738 were added to the strand compulsory

· standards titles, levels and credits were updated.

Timber Grading Strand

· replaced the Timber Grading strand of the National Certificate in Solid Wood Processing (Level 4) with strands [Ref: 0809]

· standards 497, 155, 157, and 159 were removed from the compulsory section

· Electives 1, 2, and 3 were removed

· standards 5848 and 20756 were added to the strand compulsory

· standard 140 was removed from the strand elective

· standard 22981 was added to the strand elective

· standards titles, levels and credits were updated.

Timber Treatment Strand

· replaced the Wood Preservation strand of the National Certificate in Solid Wood Processing (Level 4) with strands [Ref: 0809]

· standards 497, 155, 157, and 159 were removed from the compulsory section

· Electives 1, 2, and 3 were removed

· the Wood Preservation domain was removed from the strand elective

· standards 21457, 22980, and 17869 were added to the strand compulsory

· standards 152, and 21759 were added to the strand elective

· standard titles, levels and credits have been updated.

Changes to structure and content

· increase in credits from 120 to 180

· the core has been increased to reflect the new focus given to this qualification and its relationship to the prerequisite qualification

· standards 669, 675, 684, and 685 have been moved from the expiring National Certificate in Timber Machining (Size and Gauge) (Level 3) [Ref: 0812]

· standards 690, 8010, and 19719 have been moved from Elective 1 to the compulsory section

· standard 23105 has replaced standards 687 and 16242 in the compulsory section

· the remainder Electives of 1 and 2 removed

· standard titles, levels and credits have been updated.

Transition

People currently working towards version 2 of the qualification may either complete the requirements for that qualification by 31 December 2011, or transfer their results to version 3. The last date for entry to training programmes or courses for version 2 is December 2008.
