Review of Roadmarking qualifications

· National Certificate in Roadmarking (Skilled Operator) with optional strands in Long-life Products, Extruded Thermoplastics, Screeded Thermoplastics, Sprayed Thermoplastics, and Testing [Ref: 0617]

InfraTrain New Zealand has completed the review of the qualifications listed above.

Date new versions published July 2007

The next qualification review is planned to take place during 2010.

Replacement qualifications

· National Certificate in Roadmarking (Assistant) with optional strands in Piloting, Raised Pavement Markers, Thermoplastics, and Transport [Ref: 1301]

· National Certificate in Roadmarking (Senior Operator) with strands in Long-Life Products; and Paint Marking; and with optional strands in Temporary Traffic Management on Level 2 and 3 Roads; Testing Pavement Marking; Testing Transit New Zealand T/8; and Testing Transit New Zealand T/12 [Ref: 1302]

Summary of review and consultation process

The review of the Roadmarking qualifications and their industry specific unit standards was initiated by the Roadmarking industry, as the structure and content of the qualifications were not meeting its needs. The combinations of requirements within previous Roadmarking qualifications were extremely difficult to achieve, so the focus of the review was centred on ensuring that the new qualifications were fit for purpose, compatible with industry roles, and achievable as packaged.

While the New Zealand Roadmarkers Federation and its members played a pivotal role in initiating the review, providing physical and human resources and consultation mechanisms, companies outside the Federation, including Fulton Hogan Ltd, also contributed significantly to ensure a broad base for development, consultation, and endorsement.

Main changes resulting from the review

· This qualification review followed a complete review of the unit standards in the Roadmarking domain that were registered in September 2005. Further revised unit standards were registered in June 2006 and February 2007.

· The two-qualification suite was repackaged in July 2007 into three new qualifications, better reflecting the diversity of job roles within the Roadmarking industry. The National Certificate in Roadmarking (Assistant) with optional strands in Piloting, Raised Pavement Markers, Thermoplastics, and Transport [Ref: 1301] replaced the expiring qualification [Ref: 0616] and The National Certificate in Roadmarking (Senior Operator) with strands in Long-Life Products; and Paint Marking; and with optional strands in Temporary Traffic Management on Level 2 and 3 Roads; Testing Pavement Marking; Testing Transit New Zealand T/8; and Testing Transit New Zealand T/12 [Ref: 1302] replaced the expiring qualification [Ref: 0617]. A new qualification the National Certificate in Roadmarking (Operator) with strands in A-Type Applicator; and B-Type Applicator; and with optional strands in Raised Pavement Markers; Temporary Traffic Management on Level 2 and 3 Roads; and Transport [Ref: 1303] was developed. The new qualification recognises an industry role which is emerging in prominence, and contains standards from both the expiring qualifications [Ref: 0616] and [Ref: 0617]. It is possible that a fourth supervisory qualification may be added, as indicated in the Roadmarking unit standard review report dated September 2005. The development of this qualification is dependent on the outcomes of the review of Civil Plant Operation and Management, and Civil Works and Services unit standards and associated qualifications.

· Unit standards that created barriers to completion were removed and replaced with standards better reflecting the work done by roadmarking employees.

· The inclusion in all qualifications of a core elective section comprised of a choice of standards from the domains of Civil Infrastructure Health, Safety, and Environment; and Occupational Health and Safety Practice in order to provide important health, safety and environmental knowledge and skills in a flexible format.

· Changes to the qualifications’ requirements to better reflect industry roles and their associated skill sets. This was achieved by restructuring the qualifications, and using a combination of reviewed and new unit standards that differentiate between simple and complex operating environments to a greater degree than those previously used.

· The new qualifications’ structures also recognise the diversity of roadmarking companies, and the nature of work they undertake, through:

– The use of elective strands for A-type and B-type applicators in [Ref: 1303], and for long-life products and paint marking in [Ref: 1302].

– Recognition of the diversity of company work practices, individual roles, and timing of exposure to relevant skills and knowledge that roadmarking operators may experience throughout their careers. This is reflected in certain optional strands appearing in more than one qualification. In these instances the optional strands contain the same unit standards at both levels and there are no prerequisite strand arrangements.

· Linkages to the Roadmarking codes of practice, and checklists published by the New Zealand Roadmarkers’ Federation, through the inclusion of references to the New Zealand Roadmarkers’ Federation Safety, Health and Environment Guide within unit standard performance criteria and special notes. Also the inclusion of unit standards assessing the appropriate use of checklists in commercial situations.

Summary of differences between the replaced and replacement qualifications:

· Title changed to reflect changes to optional strands.

· Credit total changed for the core qualification from 52-60 to 61 credits.

· Significant content change to the core compulsory section:

– standards 6475, 16605, 17327, 20645, 20867, 21418, 21419 and 22152 added;

– standards 3271 and 4647 removed;

– expiring standard 15928 replaced by standard 21428;

– standards 15930, 15931 and 15932 moved to the Core Compulsory section of the National Certificate in Roadmarking (Operator) with strands in A-Type Applicator, and B-Type Applicator; and optional strands [Ref: 1303]; and

– standard 18043 moved to the new Piloting Optional Strand.

· Core elective A and B removed, with:

– core elective A standards 17574, 17575, 17576, 17577 and core elective B standards 1754 and 18496 moved to the Transport optional strand; and

– standards 10851 and 10852 removed.

· An elective section added, comprised of a choice of standards from the Civil Infrastructure Health, Safety, and Environment, and Occupational Health and Safety Practice domains.

· Optional strands in Piloting and Transport added.

· The optional strand in Level 2 and 3 Roads removed, with standard 18044 moved to the Piloting optional strand, and standard 5629 removed from the qualification.

· The optional strand in Line Removal has been removed. Individuals wishing to pursue a career in abrasive blasting are encouraged to consider the National Certificate in Blaster Coating (Level 2) [Ref: 0799].

· Standard 1495 has been removed from, and standard 20455 added to the Raised Pavement Markers Optional Strand.

· An optional strand in Thermoplastics has been added, containing standards previously found in the Long-Life Products and Screeded Thermoplastics optional strands of the National Certificate in Roadmarking (Skilled Operator) with optional strands [ref 0617].

Transition

People currently enrolled in programmes leading to the award of the replaced qualification [Ref: 0616] may either complete the requirements of that qualification or transfer their results to the replacement qualification [Ref: 1301].

The last date for entry to training programmes or courses for the replaced qualification is 31 December 2007. The last date for assessment of the replaced qualification is 31 December 2010.

This qualification contains standards that replace earlier standards. For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.

For the purposes of this qualification, people who hold a current full driver licence of Class 1, 2, 3, 4, or 5, a current dangerous goods (D) driver licence endorsement, and/or a current forklift (F) driver licence endorsement are exempt from the requirements of the Driver Licence Classes and/or Driver Licence Endorsement standards, as specified below. They are required to pay the credit fee associated with the standard and must apply for the exemption through InfraTrain New Zealand, who will process the application and forward the results and fees to NZQA for processing.

Exemptions will apply only for the purposes of award of the qualification and will not appear on the Record of Learning.

– standards 15938, 15940, 15941, and 18054 added from the Extruded Thermoplastics and Sprayed Thermoplastics optional strands.

· A new Paint Marking elective strand added, containing Core elective B standards 18047 and 18050.

· The Extruded Thermoplastics, Screeded Thermoplastics and Sprayed Thermoplastics optional strands removed, with:

– standard 9020 removed from the qualification;

– and other standards moved to the Long-Life Products strand or the National Certificate in Roadmarking (Assistant) with optional strands [Ref 0616].

· The optional strand in Testing split into new optional strands in Testing Pavement Marking, Testing Transit New Zealand T/8, and Testing Transit New Zealand T/12.

· A new optional strand in Temporary Traffic Management on level 2 and 3 Roads added.

Transition

People currently enrolled in programmes leading to the award of the replaced qualification [Ref: 0617] may either complete the requirements of that qualification or transfer their results to the replacement qualification [Ref: 1302].
