Summary of review and consultation process

 

The review was initiated in 2005 to ensure the National Diploma in Road Transport Management [Ref: 0961], registered August 2002, was fit for purpose.  An Industry Advisory Group (IAG) was established comprising representatives from the goods and passenger service sectors, training providers and assessors, and successful unit standard candidates.  The IAG reviewed the requirements for the National Diploma and then reviewed the Road Transport Management unit standards for their fitness for purpose in the qualification.

 

During 2005 and 2006 NZQA National Qualification Services was conducting the review of unit standards in the First Line Management domain, which provides 40 Level 5 credits in the National Diploma in Road Transport Management.  Tranzqual ITO contributed the views of the IAG to that review and considered the new and reviewed unit standards in relation to the purpose of theNational Diploma.

 

The IAG concluded that the road transport and logistics sector requires a broad introduction to many management concepts with specific reference to industry concerns.  New Road Transport Management unit standards have therefore been developed to meet this need and the existing unit standards amended where necessary.  Some of the unit standards resulting from the review of the First Line Management domain are to be included as electives in the National Diploma as part of that qualification's review. They offer people in management positions in the industry the opportunity to undertake more specialised training on topics of interest.

 

Main changes resulting from the review

 

New unit standards

 

·          Unit standard 23823, Evaluate new and emerging technology applicable to the road transport and logistics industry, has been developed to be a replacement in the National Diploma for expiring First Line Management unit standard 19029, Demonstrate knowledge of technology and information systems.

·          Element 1 pertaining to risk management has been taken out of unit standard 18958, Demonstrate knowledge of insurance for a road transport operation, and developed into a new unit standard, 23824, Carry out risk management planning in the road transport and logistics industry.

·          Unit standard 23825, Demonstrate knowledge of contract management in the road transport industry,covers contract management in the road transport industry and also provides the knowledge base for people seeking training and assessment against Systems and Resources Management unit standard 19028, Contract for service in a business operation.

·          Unit standard 23826, Demonstrate knowledge of and develop entrepreneurial skills in the road transport and logistics industry, recognises some of the characteristics of successful entrepreneurs in the industry.  The industry defined the knowledge and skills of an innovative manager in the sector and candidates will be required to evaluate themselves against those skills.  The IAG anticipates a review of this unit standard within a couple of years, to ensure it is working appropriately.

·          Unit standard 23827, Demonstrate knowledge of staff employment and evaluate staff performance in a road transport operation, covers a broad range of staff management knowledge and skills and has been developed to cover the creation of job descriptions as well as performance management.

 

Reviewed unit standards

 

·          Unit standard 18957: special notes have been amended for consistency and ‘training records' has been added to performance criterion 1.1.

·          Unit standard 18958: the element on risk management has been removed (see new unit standard 23824), credits have been reduced to six, and legislation has been added to the special notes.

·          Unit standard 18959: special notes have been amended for clarity.

·          Unit standard 18960: performance criterion 3.5, covering driver responsibility for vehicle checks, has been added.

·          Unit standard 18961: a special note on ‘image' has been added.

·          Unit standard 21871: the Level has been increased from 4 to 5 as this more accurately reflects the demand of the unit standard.  Element 3 has been amended to refer to implementation of improvements.
