Summary of review and consultation process

 

The review was initiated in conjunction with examining and improving the relevance and fitness of the Rural Contracting, Agricultural Contracting, and Agrichemical Application national certificates.  Industry had expressed the need to increase the uptake of these qualifications and associated Rural Contracting unit standards.  The review was also prompted by changes resulting from the progressive implementation of the Hazardous Substances and New Organisms Act 1996.

 

The Rural Training Advisory Group (Rural TAG) was established to represent key stakeholders, including the Rural and Associated Contractors Federation of New Zealand.  The Rural TAG initially convened in October 2005, followed by a series of further meetings and working groups in the months following, to September 2006.  The consultation process included meetings with representatives of the Agriculture Industry Training Organisation (February 2006) and the New Zealand Agrichemical Education Trust (September 2006) to prevent unnecessary overlap and to ensure seamless alignment with the ERMA-recognised Growsafe brand certifications.

 

Main changes resulting from the review

 

·        As a result of review the Agrichemical Contracting domain no longer contains any registered standards and has expired.

·        Unit standards 6243, 6244, 6256, 6258, 6271, 6272, 6274, 6279, 6285, 6287-6289, 19565-19568, 19572, 19573, and 19579 have been designated as expiring and will not be replaced.

·        Category C reviewed unit standards: unit standards 6249 and 6291 have been replaced by unit standard 23627; unit standards 6250 and 6251 have been replaced by unit standard 23618; unit standards 6252 and 6253 have been replaced by unit standard 23619; unit standards 6268 and 6280 have been replaced by unit standard 23638; and unit standards 6292 and 6293 have been replaced by unit standard 23628.

·        35 unit standards have had changes of title, as specified in the summary of main changes section at the end of this report.

·        Three unit standards have had an increase in level and two unit standards have had a decrease in level, as specified in the summary of main changes section at the end of this report.

·        Fifteen unit standards have had an increase in credits and five unit standards have had a decrease in credits, as specified in the summary of main changes section at the end of this report.

·        The following unit standards have had changes to entry information: 6236, 6238, 6239, 6241, 6245, 6246, 6255, 6257, 6260, 6261, 6264-6267, 6269, 6270, 6275-6278, 6283, 6284, 6286, 6290, 19561, 19562, 19569-19571, and 19574-19576.

·        The Category B reviewed unit standards have had changes to special notes, which typically include: updates to applicable legislation, NZS standards, and OSH approved codes of practice and guidelines; addition of further OSH approved codes of practice and guidelines; statements regarding the context for evidence; standardisation of style and definitions; a statement regarding use of personal protective equipment in the practically-oriented unit standards.

·        The Category B reviewed unit standards have had comprehensive changes to elements, performance criteria, and their ranges, to reflect current good practice and a more standard style within the respective domains.  All practical unit standards now contain an element covering post-operational procedures.

·        In addition, as a result of the review, 18 new unit standards have been developed, as specified in the summary of main changes section at the end of this report.
