Summary of review and consultation process

 

The review of these unit standards and the associated qualification followed major published industry evaluations initiated by the Mental Health Support Worker Advisory Group with Māori, Pacific, and Mainstream sectors.  Copies of the three evaluation reports are available for download from the Platform website at:

The evaluations revealed a number of concerns from Māori and Pacific sectors that could be summarised as a lack of relevant cultural content in the existing unit standards and qualification.  However, the evaluations showed that there was continuing demand from all sectors of the industry for an entry-level qualification.  There was also a need for a higher-level qualification.  The review also determined that all unit standards and qualifications in this domain should be based on the recovery approach to mental health (Mental Health Commission.  2001.  Recovery competencies for New Zealand mental health workers.  Wellington: Mental Health Commission).

 

The review was initiated and partially completed by the Mental Health Support Worker Advisory Group.  The Advisory Group and responsibility for these unit standards moved from NZQA to the Community Support Services Industry Training Organisation (CSSITO) during the review, and CSSITO completed the review.  To carry out this review, the three evaluations, a previous review consultation with the industry, and moderation reports were considered, and additional consultation took place on drafts of the reviewed unit standards with consumer/tangata whai ora stakeholders, and employers in District Health Boards and non-governmental organisations.  The moderator was also sent the briefing paper and consultation drafts.

 

Main changes resulting from the review

 

·        Reconciliation of these unit standards with the recovery approach to mental health

·        Unit standards 13427 and 13428 have been replaced by two new unit standards with increased levels and credits.

·        Level, credit, and prerequisite changes for unit standard 18547

·        A new title, level and credits for unit standard 19750

·        Editing of special notes for format, consistent use of language and concepts, references to resources, removal of redundant special notes and legislative change

·        Improvement in the specification of elements, performance criteria, range notes, and specification of evidence requirements.

 

Unit standards categorised as category C expire at the end of December 2007.

Impact on Accreditation and Moderation Action Plan (AMAP)

 

AMAP 0150 has been revised to include SSB involvement in accreditation for levels 5 and above.  This AMAP will be managed by the Community Support Services Industry Training Organisation in addition to AMAP 0024 until the ITO's review of its other unit standards is completed, at which time both AMAPs will be amalgamated.
