Summary of review and consultation process
This unit standard review is set in the context of other reviews, yet to be formally completed, of the following qualifications:
· National Certificate in Civil Engineering - Asset Management (Operations) (Level 4) [Ref: 0760]
· National Diploma in Civil Engineering - Asset Management (Tactical) (Level 6) [Ref: 0761].
Apart from the unit standards listed above, there were seventeen remaining unit standards in the Engineering - Asset Management domain.
Sixteen of these were excluded from this review, as it was determined that they were not part of infrastructure asset management professional practice. This review has determined, in light of the development and maturing of the field of infrastructure asset management, that the original classification of these sixteen unit standards and/or their assignment to respective qualifications no longer seemed appropriate. Accordingly, they will be reviewed later in relation to:
a the upcoming development by InfraTrain of a new qualification or qualifications in contract management for infrastructure works and
b the review, in 2007, of the National Certificate in Civil Engineering - Asset Management (Competitive Pricing Procedures) [Ref: 1041].
In addition to the sixteen unit standards discussed above, the review of Unit 17300, Deliver strategic management of services based on civil engineering infrastructure assets is being managed separately as it is set in the context of the review of the National Diploma in Civil Engineering - Asset Management (Strategic) (Level 7) [Ref: 0762] and there are broader considerations involved.
The review of the unit standards listed above commenced in November 2005 and was carried out in conjunction with the Asset Management Technical Advisory Group (AMTAG) composed of asset management and other specialists from contract management companies, consulting firms, territorial authorities, and the National Asset Management Steering Group (NAMS). NAMS is the organisation that has been established by the industry in New Zealand with the role of leading, defining, and assisting to implement best practice for sustainable asset management. It has developed a series of best practice manuals and guidelines that have very much influenced the outcomes of this review. Reclassification of two of the unit standards into the Civil Engineering - Generic domain was approved by the Civil Sector Technical Advisory Group and AMTAG.
Demand for the unit standards to date has been very modest but it is anticipated that, with the alignment achieved in this review with legislative requirements for standards that reflect recognised best practice, the support of industry, and the anticipated status of the asset management diplomas in terms of professional recognition, their uptake will be greatly improved.
New unit standards developed in conjunction with this review are listed at the end of this report.
Main changes resulting from the review
· Reclassification of the unit standards 11429, 17305, and 17308 into the new domain Infrastructure Asset Management
· Reclassification of the unit standards 17298 and 17301 into the domain Civil Engineering - Generic, with subsequent modification of content to encompass all civil engineering as well as infrastructure asset management
· Change of title for all the Category B reviewed unit standards
· Increase in credit from 10 to 30 for unit standard 11429
· Increase in level from 5 to 6 for unit standard 17298
· Reduction in level from 6 to 5 for unit standard 17301
· Replacement of unit standards 17303 and 17304 by unit standard 23590
· Extensive revision of special notes sections to reflect InfraTrain house style, current regulatory framework and industry practice, and alignment with NAMS guidelines
· Simplification of unit standard 11429 performance criteria in terms of NAMS guidelines
· Merging of both elements in unit standard 17301
· Addition of an initial knowledge-based element in unit standard 17305
· Updating of performance criteria in unit standard 17308 to substitute ‘industry best practice' (defined in special notes) for ‘established procedures'.
Unit standards categorised as category C expire at the end of December 2008.
