Reason for the revision
As a result of industry-wide consultation on the requirements for energy and chemical plant qualifications, it became clear that this unit standard did not meet the needs of the boiler operating industry, in that it did not contain an element covering the requirements of the Approved Code of Practice for the Design, Safe Operation, Maintenance and Servicing of Boilers.
Responsibilities under this code are also covered in unit standard 3068, which was reinstated on the National Qualifications Framework (NQF) in February 2006, following feedback from the petrochemical industry. In its absence from the NQF, components of unit standard 3068 had been incorporated in new unit standards in the energy and chemical plant operations domain. However, the theory component relating to the Approved Code of Practice for the Design, Safe Operation, Maintenance and Servicing of Boilers had not been accounted for.

A new element has been added to unit standard 21463 to cover knowledge of responsibilities under the Approved Code of Practice for the Design, Safe Operation, Maintenance and Servicing of Boilers.
