Summary of review and consultation process

 

This review was initiated by Tranzqual ITO in June 2005, as the qualification was approaching its five year review period.  The review focused on ensuring that the qualification was still meeting industry requirements, particularly in relation to the optional strand in 4WD vehicle driver.

 

The 4WD strand was seen as not addressing the needs of 4WD vehicle drivers, whose employment requires them to drive such vehicles, because it did not include sufficient recognition of safe 4WD vehicle driving skills.

 

The ITO established an Industry Advisory Group, consisting of training providers, assessors, and industry representatives - including the NZ Automobile Association and Land Transport New Zealand to analyse and provide feedback to the ITO on the qualification's overall content.  A further 4WD consultative group of providers, assessors, and industry representatives was also established during the course of the review.  The feedback from both groups directed the changes made.  A number of standard setting bodies were also consulted on the proposed structure of the new 4WD driving qualification.

 

As the parallel review of Core Driving Knowledge and Skills standards resulted in changes to a number of these standards, the reviewed qualification incorporates these changes.

Version 3 was issued following review, to update content and change structure.  Industry has established the need to recognise a wider range of skills for 4WD vehicle operators.  The optional strand has therefore been removed, and a new National Certificate in Driving (Four Wheel Drive (4WD) Vehicle) [Ref: 1274] has been created.

 

The major changes to structure and content from version 2 are:

·        The removal of the optional Four Wheel Drive (4WD) Vehicle Driver strand, and the placement of some of its standards in the new National Certificate in Driving (Four Wheel Drive (4WD) Vehicle) [Ref: 1274].

·        The removal of expired standard 3461 from the Compulsory section.

·        The removal of standards 6401 and 6402 from the Elective section.

 

Transition Arrangements

 

People currently enrolled in programmes leading to the award of version 1 or 2 of this qualification may either complete that version or transfer to version 3.  The last date for entry to versions 1 or 2 of the qualification is 31 December 2007, and the last date for assessment of versions 1 or 2 is 31 December 2008.

 

The new National Certificate in Driving (Four Wheel Drive (4WD) Vehicle) [Ref: 1274] includes some of the standards from the optional Four Wheel Drive (4WD) Vehicle Driver strand of the National Certificate in Driving (Light Motor Vehicle) [Ref: 0796].  Candidates enrolled in programmes leading to the optional strand may choose to transfer to the new qualification, however, there is limited portability of credit between the qualifications.
