Responsibility for the Garden Retail unit standards and qualification listed above has been transferred from the New Zealand Horticulture Industry Training Organisation to the Retail ITO.

Rationale for change
The Retail ITO and Horticulture ITO have collaborated to better address the needs of the plant and garden retailer. The Retail ITO has recognition from the Tertiary Education Commission (TEC) and coverage for the Retail and Wholesale industries. The Horticulture ITO has TEC coverage for the horticulture and floristry industries. The Horticulture ITO first developed Garden Retail unit standards at a time when the Retail ITO did not exist.
The Horticulture ITO has a responsibility to its nursery and plant growers whereas the Retail ITO has a responsibility towards the retailer. The core business of a garden centre is retail, therefore, the plant and garden retailer will benefit from a Retail qualification containing knowledge of garden plants. For a number of years retailers such as supermarkets and hardware stores have retailed plants and garden accessories.
The unit standards have been reclassified to reflect the change in standard setting responsibility from the New Zealand Horticulture Industry Training Organisation to the Retail ITO as the unit standards align more closely with Retail ITO industry coverage.
Outline of main changes to unit standards
The unit standards have been revised to show the new ITO responsibility and published as new versions.
· The subfield changed from Horticulture to Retail, Distribution and Sales.
· The recommended standards were removed from Entry information to make these standards open entry.
Impact on existing provider accreditations
The Retail ITO has had its accreditation extended to include the Garden Retail domain to Level 6.

Reason for the review
The standard setting responsibility for Garden Retail transferred from the New Zealand Horticulture to the Retail ITO as outlined above. The Retail ITO established that the best way to address the needs of these stakeholders was to add a new strand to its existing National Certificate in Retail (Level 3) with optional strands in Bicycle Sales and Servicing, Visual Merchandising, Delicatessen, and Produce [Ref: 0994].

The following changes were made to the qualification, some of which resulted from the review of unit standards from other standard setting bodies.
Changes to structure and content
· A new optional strand for Garden Retail added.
· Standards 67, 420, 422, and 22013 removed from the Core Elective as they were included in the optional strand for Visual Merchandising
· Titles and classifications of reviewed standards updated.
· Credit value of standard 15954 reduced from 8 to 6.
· Expiring standard 66 replaced with standard 67.
· Expiring standard 9706 replaced with standard 9694.
· Credit total for the optional Produce strand reduced from 114 to 112.
Transition
People currently working towards an earlier version of this qualification may complete the requirements for that version or transfer to version 4.
The last date for assessment for version 3 is 31 December 2010. The last date for assessment for versions 1 and 2 unchanged, 31 December 2008.
This qualification contains standards that have been used as substitutes for expiring standards. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.
