Summary of review and consultation process
The review of these qualifications formed part of a review of the unit standards and qualifications covered by the Digital Printing and Printing - Graphic Communication domains.
A review group was formed comprising representatives from both of the above digital printing areas, members of PrintNZ Training and providers.
The group was asked to consider the currency of the qualifications and their continuing suitability for the industry. It was acknowledged that considerable changes in technology within the digital printing industry had created some confusion regarding the crossover of skills covered by the two different domains, and that all skills relating to the digital printing and printing - graphic communications area should be covered by the one domain. It was agreed that the existing domains would be replaced with a new Digital Processes for Print domain, and that the three qualifications listed above would be replaced with two new qualifications under the new domain.
Main changes resulting from the review
The structure of the new Level 4 qualification is significantly different from the two qualifications it replaced - particularly the National Certificate in Printing - Graphic Communication (Level 4) [Ref: 0817]. The difference in credits is due to the fact that there was no separate Level 3 qualification for Graphic Communication. The Level 4 qualification contained a number of compulsory Level 3 unit standards.

This qualification replaced the National Certificate in Printing (Digital Printing) (Level 3) [Ref: 1037].
Summary of differences between qualifications
· The title has been changed to reflect the new Digital Processes for Print domain.
· Unit standards 340 and 23554 form a new Elective 1.
· The new compulsory section is made up of unit standards 2281 and 23556.
· Elective 1 in [Ref: 1037] included unit standards from the Service Sector field, and Elective 2 in [Ref: 1037] included unit standards from the Generic Computing domain.
· The new qualification contains standards from the Printing subfield in Elective 2. Standards from the Fibreboard Packaging and Printing subfields, and Competitive Manufacturing, Service Sector - Core Skills, Retail, Distribution and Sales, and Sales Transactions domains form Elective 3.
· The overall credit value has increased from 77 in [Ref: 1037] to 97, while the number of compulsory credits has decreased from 55 to 22, thus increasing the flexibility of the new qualification.
Transition
All new trainees will be enrolled in programmes leading to the new qualification.
People currently working towards the National Certificate in Printing (Digital Printing) (Level 3) [Ref: 1037], which will expire in December 2009, may either complete the requirements for that qualification, or transfer their results to the new qualification under the guidance of PrintNZ Training.
The final date for assessment of the expiring qualification is December 2009.
PrintNZ Training will advise all employers currently involved in training programmes of the changes.
This qualification contains standards that replace earlier standards. For the purposes of this qualification people who have gained credit for expiring standards are exempt from the requirements to gain credit for the replacement standards.

· Unit standards 20057 and 20099 are the only common compulsory unit standards between the new qualification and [Ref: 0817].
Unit standard 23557 has replaced unit standard 17922.
· Unit standard 20099 is the only common compulsory unit standard between the new qualification and [Ref: 1038].
· An elective has been added to include a minimum of 40 credits at level 4 from the Printing subfield, thus increasing the flexibility of the new qualification. Candidates who have been awarded credit for the following unit standards 17923, 17926, 17927 of [Ref: 0817], or 17925 of [Ref: 1038] will have met some or all of the requirements for the elective section in the new qualification.

Appeals
It is anticipated that no existing candidates will be disadvantaged by these transition arrangements. Any person who feels they have been disadvantaged by these transition arrangements can contact PrintNZ Training who will consider appeals on a case-by-case basis.
