The Community Support Services Industry Training Organisation (CSSITO) has completed the review of the unit standards listed.

Summary of review and consultation process

 

The CSSITO consulted widely on the review of these unit standards.  A feature of the review was the initial two-day sector meeting sponsored by the ITO held in Wellington in May 2004.  Prior to the meeting the community support services sector was extensively notified that the review was to be held and an open invitation to attend the meeting was offered.  Over 150 people attended the meeting representing all industry sectors and included service providers, government and non-government, government officials, employer and employee representatives, and consumers.  The training provider sectors, public and private, were also invited to attend through their respective professional associations.  The meeting was an opportunity for all interested parties to air their views on current qualifications and their aspirations for future qualifications development.

 

Sector feedback at the meeting confirmed the messages that the ITO had been receiving over the past three years through the moderation process and from employers that the unit standards and qualifications were no longer appropriate for the sector.  The unit standards and qualifications were written, classified, and structured in a way that was inflexible and were barriers to employee mobility across the caregiving sectors.  The industry needs a more flexible and mobile workforce and the unit standards need coherence across the sectors.  As a result it was decided to undertake a broad review of all of the ITO's unit standards and qualifications.

 

Main changes resulting from the review

 

·           A new domain, Human Services, has been registered in the Community Support subfield.

·           Unit standards 16870 and 16871 have been moved to the Human Services domain.

·           Unit standards 1836 and 5012 have been moved to the Community Support Services domain.

·           Titles have been simplified or clarified.

·           Legislation relating to each unit standard has been checked and the standards updated as required.

·           Definitions have been clarified and brought into line with other reviewed CSSITO unit standards.

·           Terminology within each unit standard has been brought into line with other reviewed CSSITO unit standards.

·           Unit standards have been checked for clarity of wording, completeness of coverage, compliance with safety standards and current best practice.  This has resulted in significant rewording and reordering, new performance criteria, and extension of the ranges to ensure the unit standards are applicable in a wider range of situations.

·           Prerequisites have been removed from all reviewed unit standards.

·           Elements and performance criteria of many unit standards have been changed to match the intent of titles, to improve assessability, interpretation, and to increase consistency of style across the standards.

·           The level of unit standard 1836 has decreased from 4 to 3.

·           Unit standard 5012 has been updated to reflect changes in the industry.  It has a new title and its credit total has increased from 2 to 5.

·           Unit standard 1831 has been replaced by a new unit standard 23382.

·           Unit standard 5019 has been replaced by two new unit standards: 23386 and 23387.  These two new unit standards have been classified to the Community Support Services domain.

·           Six other new unit standards have been developed setting out skills and knowledge required by the industry.

 

Unit standards categorised as category C expire at the end of December 2010.
