Summary of review and consultation process

The NZJTO has been reviewing the level 5 journalism unit standards since March 2006, when working groups comprising representatives from tertiary providers and the media industry were established to look at what was required to update the unit standards.  The groups represented the diverse journalism areas for writing, reporting, workplace, technical skills, broadcasting, cultural, and law and ethics.  Assessors and moderators were also invited to contribute to the review, and their feedback was considered along with that of the other groups.

The groups were asked to consider the following:

·         The currency of the unit standards and their suitability for the qualifications

·         The accuracy and appropriateness of their content

·         Whether the levels and credits corresponded to performance outcomes

·         Any gaps in skills and/or knowledge that could be captured by the development of new unit standards.

The groups considered that most of the unit standards were unsatisfactory and did not meet the present needs of the industry and the profession.  It was generally agreed that the unit standards needed to be comprehensively reviewed, rewritten, and brought in line with current industry standards and practice.  This work was carried out by the NZJTO Executive Director and a consultant, and drafts circulated to the working groups and to tertiary providers assessing against level 5 unit standards (or teaching to them, as in the case of the universities), as well as NZQA National Qualifications Services.

Tertiary providers who were sent the final drafts included:

Aoraki Polytechnic

Auckland University of Technology

Canterbury University

CPIT NZ Broadcasting School

Massey University

Southern Institute of Technology

Waikato Institute of Technology

Waiariki Institute of Technology

Western Institute of Technology

Whitireia Community Polytechnic

NZ Radio Training School

Members of the working groups were asked to complete a form to endorse the final drafts.  In several cases, group members had left their positions or retired, but the majority in each group have now endorsed these changes.
