Summary of review and consultation process

 

Feedback from key Learning State stakeholders supported the need for reviewing Learning State's four main Treaty of Waitangi unit standards.

 

·         Initial feedback and comments were collated from Workplace Assessors, Māori Moderators, learners, the Treaty of Waitangi Information Unit - State Services Commission (SSC), and Learning State staff, Board and Advisory Group members.

·         A subject expert working group reviewed this wider industry information.  The working group consisted of Departmental Agency Experts, Workplace Assessors, Tertiary Providers, Treaty of Waitangi Technical Experts, Training Advisors, and Learning State staff and advisory group representatives. 

·         For full and wider consultation purposes feedback from additional departmental agencies and tertiary providers was also considered. 

·         The Working Group considered comments and endorsed the new versions in January 2006.

 

Main changes resulting from the review

 

Modifications were based on the following principles developed by the expert working group.

·         To make the unit standards less complicated by simplifying the language used. 

·         Offer greater explanation to avoid ambiguity. 

·         Increase and clarify range statements in order to be more comprehensive and to avoid one line answers.

 

The review process has resulted in the following modifications:

·         Titles have been amended to better reflect the outcomes of the unit standards

·         Purpose statements have been amended to accommodate changes to the elements

·         Special notes have been updated, amended and/or reworded for clarification and accuracy

·         Elements have been amended for clarification and simplification

·         Performance criteria and range statements have been amended in accordance with changes to elements, and for clarification and simplification purposes

·         For unit standards 14943, 16214 and 16225, entry information has been amended to accommodate changes made to unit standard 14950

·         For unit standard 14943, many instances of 'Public Sector' have been replaced with 'State sector' to align with the outcomes of the unit standard

·         For unit standard 14950, the credits have been increased from 4 to 6 to better reflect the time needed to gather the evidence required

·         For unit standard 16225, the level has been increased from 5 to 6 to better reflect the complexity of the knowledge and skills required.
