Summary of review and consultation process

 

The review of these three standards and the development of nine new unit standards for Heavy Haulage were initiated by Tranzqual ITO, following a functional analysis completed by the wider Heavy Haulage sector that showed a demand for more specific and detailed unit standards to cover the skills necessary for this area of their industry.

 

The review and development commenced in September 2006 and an industry advisory group was established comprising three heavy haulage industry specialists, (including a road transport pilot), the Heavy Haulage Association Chief Executive, an industry assessor, and representatives from Tranzqual ITO.  During the review process, the industry specialists also consulted with their wider industry, and the Heavy Haulage Association Board was briefed on the feedback and progress of the review.

 

Main changes resulting from the review

 

New Heavy Haulage unit standards 23886, Transport by road overweight and overdimension loads that do not require a pilot or overdimension permit, and 23887, Transport by road piloted, overweight, category 3 overdimension loads, have replaced unit standard 1766, Transport overdimension or overweight loads by road.  The new unit standards set more detailed requirements and allow for more manageable assessment.

 

Unit standard 1767, Transport building structures by road has been designated expiring.  It is recommended that the new Heavy Haulage unit standard 23893, Transport abnormal overweight and overdimension loads by road, be used as an alternative, as it incorporates the skills required for specialist house moving.  (Unit standard 23893 is not a direct replacement for unit standard 1767).

 

Unit standard 1768, Pilot overweight and overdimension loads, has been reviewed to update and improve its relevancy to the Heavy Haulage industry.  The main changes include: reclassification from the Goods Service to Heavy Haulage domain; amendment of elements and performance criteria to incorporate more detail, the current Rule, and organisational requirements; change of title to Pilot an overweight load and an overdimension load as a Class 2 certified pilot; and a decrease in the Level and credits allocated to the unit standard.

 

A further seven new unit standards have been developed to reflect the needs of the Heavy Haulage industry.  These unit standards will form the basis of the proposed National Certificate in Heavy Haulage.

 

Unit standards categorised as C or D will expire at the end of December 2010.
