Summary of review and consultation
process
The
review was necessitated by the implementation, on 1 October 2007, of the Land
Transport Amendment Act 2005, amendments to the Land Transport (Offences and
Penalties) Regulations 1999, and the following new Land Transport
Rules:

Land Transport Rule: Operator Licensing
2007
·
Land Transport Rule: Work Time and Logbooks
2007.
These
legislated changes have had varied impacts on the above unit standards, and as
these unit standards are included in the courses approved by the Director of
Land Transport (approved courses) for the purposes of meeting the requirements
for driver licences under Clause 95 of the Land Transport (Driver Licensing)
Rule 1999, the reviewed unit standards have the approval of the Director. In this regard Land Transport New

Unit standard 15164 was designated expiring
and will not be replaced*. However
a new unit standard (24089) was developed to reflect the approved course
outcomes required by Land Transport Rule: Work Time and Logbooks 2007, and is
listed in the summary table at the end of this report.
·
The remaining unit standards had changes, in
terms of removal, addition, and amendment, to special notes, elements, and
performance criteria to align them with legislation and the new Rules and to
improve their quality in terms of current best practice.
·
Range statements were removed where
'relevant legal requirements' provide the range in relation to the requirements
of the performance criterion.
·
Unit standards 17574, 17579, and 17580 had a
slight change of title to more accurately reflect the unit standard
outcome.
·
Unit standard 17579 was increased in credit
from 4 to 5.
* It should be noted credit
achieved for unit standard 15164 will not be accepted for driver licensing
purposes on or after 1 October 2007, but will be accepted for qualification
transition purposes until its expiry on 31 December 2008.
Unit standard
15164 categorised as category D expires at the end of December
2008.
